In the past 5 years, implementing the emulation movement "The Army logistics sector follows Uncle Ho's teachings", the City Command has concretized and focused on implementing well the key tasks: Building the HC-KT potential in the KVPT; ensuring training and combat readiness; improving the lives of officers and soldiers; implementing the work of preventing and fighting natural disasters, epidemics, rescue and relief.

The Party Committee and the City Command have coordinated to develop documents and plans for military and defense in line with the combat plan. The consultation on the establishment of the Council for the provision of military equipment and the effective implementation of military and defense projects has created a solid foundation for the implementation of tasks, thereby strengthening the defense potential in key areas.

One of the highlights is that the planning and investment in the construction of the HC-KT base system has been reviewed, consolidated, improved, and the system of parking lots, technical maintenance areas, and SSCD material reserves have been promptly upgraded. In 2024, the city completed the exercise command post, ensuring full HC-KT conditions for exercises and SSCD. With a total budget of nearly 210 billion VND, the barracks have been renovated and upgraded in a standardized, modern direction, close to the characteristics of the urban area.

In particular, the city's armed forces have effectively applied information technology, digital transformation, and automation in the management, maintenance, inspection, and synchronization of technical equipment. The application of periodic technical inspection procedures and technical assurance supervision is carried out in depth, contributing to increasing the lifespan, reducing material loss, and increasing the readiness for mobility according to situations of equipment and technology.

In the context of rapid urban development, the City Command has proactively coordinated with departments and branches to advise the City Party Committee and People's Committee to direct the implementation of economic-defense tasks and strictly control projects. New construction projects have been appraised, many of which have dual-use elements and are ready to convert to serve defense purposes. Traffic routes, ports, warehouses, and logistics centers all take into account options to serve military tasks. The orientation of building smart cities is closely integrated with the task of protecting the Fatherland and building a strong national defense.

Identifying the care of the lives of officers and soldiers as the core content, in addition to fully implementing the standards of superiors, the units also promote increased production. Many models of concentrated increased production and high-tech livestock farming have been replicated in the units. Compared to market prices, increased production products are 5-10% lower, adding 6,000 VND/person/day to meals; 100% of units meet the criteria of "Good military kitchen, good military supply management".

In 2021, the outbreak of the Covid-19 pandemic was a special test for the city's armed forces, and at the same time affirmed the results of the emulation movement in the past time. The city's armed forces deployed 13 groups of emergency solutions, advised on the establishment of a command center for epidemic prevention and control and 3 front command centers, mobilized more than 36,000 officers and soldiers to participate in the fight against the epidemic, with a peak of more than 100,000 people. The participating units coordinated to establish more than 100 field hospitals, 71 quarantine areas, 320 checkpoints, 33 teams to handle corpses, and hand over ashes thoughtfully and humanely. The city's command mobilized a total value of goods to support people in difficulty of more than 300 billion VND, thereby enhancing the qualities of Uncle Ho's soldiers in the new era in the hearts of the people. With many outstanding achievements, the city's armed forces were awarded the title of Hero of the People's Armed Forces by the Party and State for the third time.

After merging and implementing the two-level local government model, in addition to advantages, the administrative-technical work also faces many difficulties and challenges. The area is large, there are many unexpected tasks, the pressure to combine socio-economic development with building a large-scale KVPT is increasingly large, intertwined with many new issues. Promoting the tradition of the city's armed forces in the resistance war and the experience of implementing the emulation movement over the past 5 years, the City Command focuses on directing the synchronous implementation of solutions to improve the quality of ensuring on-site administrative-technical work for the tasks. The focus is on the task of building a revolutionary, disciplined, elite, modern city's armed forces; building the potential of KVPT, training, combat readiness, exercises, natural disaster prevention and control, and unexpected tasks. The work of consulting, researching, forecasting, and assessing the situation must be improved, ensuring accuracy, accuracy, and effectiveness, avoiding passivity and surprise; associated with research and good implementation of projects on strengthening national defense combined with economic development, ensuring on-site HC-KT for central political tasks, key units, key areas, and sea border areas. The city continues to consolidate and build HC-KT potential in the KVPT according to the motto "Connected - dispersed - dual-use - extensive"; closely integrating economic development with national defense. The system of warehouses, HC-KT bases, maintenance, repair facilities must be organized reasonably and synchronously, ensuring technical coefficients, supply capacity, and flexible mobility in all situations.

The City Command pays special attention to building specific emulation targets, close to each task; focuses on innovating the content and form of emulation in a practical direction, avoiding formalities, attaching specific responsibilities of each collective and individual to the movement. At the same time, promoting the combined strength of the political system, organizations, and forces to effectively deploy the emulation movement "The Army logistics sector follows Uncle Ho's teachings", associated with the Emulation Movement for Victory, the Patriotic Emulation Movement and campaigns, mobilizing many resources to ensure good on-site HC-KT for the tasks.

Faced with the requirements of defending the Fatherland in modern warfare, ensuring HC-KT for training and combat readiness is identified by the City Command as the top priority task. Units focus on directing the review and development of documents and plans that are close to combat plans; ensuring flexible organization of forces and means of mobility, while regularly supplementing, maintaining, and equipping them fully, synchronously, and in accordance with the content and methods of new warfare. Party committees and commanders at all levels proactively grasp the guiding principles: Concentrating on unification in leadership, decentralizing reasonably in operations, and coordinating smoothly among forces in implementation; at the same time, strengthening specialized training and drills according to plans, improving the mettle and qualifications of officers and soldiers.
