According to Al Jazeera , the eye of typhoon Fengshen is forecast to sweep through Catanduanes, an island with 270,000 people, late on October 18 with wind gusts of up to 80km/h.

The Philippine government 's weather agency said Typhoon Fengshen would bring heavy rain, along with a "minimal to moderate risk" of coastal flooding from waves as high as 1.2 meters (4.5 feet) washing ashore.
"More than 9,000 residents in Catanduanes have moved to safety," the provincial disaster response office said.
The Catanduanes provincial government has instructed local officials to "activate corresponding evacuation plans" for residents in "high-risk areas," including the coast, low-lying communities and slopes prone to landslides.
The Philippines is known to suffer an average of about 20 storms and cyclones each year, hitting disaster-prone areas where millions of people live.
Typhoon Fengshen is about to make landfall as the Philippines continues to suffer the consequences of a series of earthquakes and powerful storms that have killed dozens of people in recent weeks.
