Many accidents

A reader of Quang Nam Newspaper named Huy Nguyen reported that in less than a week (August 15 - August 21, 2024), at Cay Coc intersection, there were 2 serious traffic accidents. Specifically, on the morning of August 15, a man driving a motorbike in the direction of National Highway (QL) 14E down to QL1 at the intersection collided with a truck traveling in the opposite direction. As a result, the man fainted and had to be taken to the hospital for emergency treatment, and the motorbike was severely damaged. A few meters away from that location, on the morning of August 21, another strong collision occurred between 2 motorbikes, causing a man to break his leg.

As reported by Quang Nam Newspaper, on November 27, 2023, on National Highway 1 at Cay Coc intersection, there was a traffic accident between a school bus and a motorbike. As a result, the motorbike driver was seriously injured and died at the hospital. Local people further informed that in November 2023, there were 2 fatal traffic accidents at this intersection, an average of 1 accident every month. Traffic collisions occur frequently, making them feel insecure every time they travel.

A resident living near the Cay Coc intersection indignantly said that the traffic at the Cay Coc intersection is very complicated, many people drive very recklessly and are not careful when crossing the street. Many cases of people crossing the street hearing trucks and large passenger cars honking loudly, so they suddenly stopped, leading to collisions. According to many drivers passing through here, right at the curve, many trucks turn onto Highway 14E and back down Highway 1, but people stand on the street to buy things regardless.

In reality, the Cay Coc intersection area during rush hour every morning and afternoon is very crowded with mixed traffic. In addition, people spontaneously set up a "squatting" market, encroaching on the right side of National Highway 1 and National Highway 14E, making the scene very chaotic. Buyers stand on the road, "occupying" the lane for trucks traveling from National Highway 1 to National Highway 14E and vice versa.

Meanwhile, the National Highway 14E lane here is inherently narrow because it has not been possible to clear and complete the construction of the connecting road project from the rescue road (Road 129, now Vo Chi Cong Street) to National Highway 1 at Cay Coc intersection.

Reader Huy Nguyen expressed, Cay Coc intersection has long been a "black spot" for serious traffic accidents. Local people and authorities have repeatedly petitioned the authorities to implement measures to eliminate this "black spot". It is known that about 3 months ago, the project of connecting the road from the 129 rescue road to National Highway 1 at Cay Coc intersection continued to be implemented, after a long period of being stuck with the residential area on the left side of National Highway 1. At this intersection, the authorities have also installed traffic lights. However, the road section has not yet been connected to National Highway 1 and the traffic lights are still not in operation.

According to reader Huy Nguyen, as long as the completion of this intersection is delayed, Cay Coc intersection will remain a "black spot" with potential risks of traffic accidents. Local people said that the awareness of traffic participants is still the deciding factor if they strictly follow traffic safety rules. In addition to patrolling and strictly handling violations, the completion of the above intersection is also very important. Because at that time, vehicles in each lane will use that lane, and motorbikes will not encroach on the area where cars are running. When the intersection is put into operation, the traffic lights will operate, making traffic flow more orderly.

Deputy Director of the Quang Nam Province Traffic Construction Investment Project Management Board - Mr. Tran Canh Ha informed that the section connecting from the rescue road to Cay Coc intersection according to the contract schedule must be completed in October 2024. The unit is urging the contractor to speed up the progress to complete the entire project in September 2024. At that time, traffic control signals can be put into operation at this new intersection, ensuring the necessary safety factors.

Before the intersection is completed and put into operation, Road Management Area III (Vietnam Road Administration), the unit operating and managing the BOT route, the Traffic Police Department of the Provincial Police, Thang Binh District Police, and local authorities need to increase patrols and control, and strictly handle violations of traffic safety and order. In particular, it is necessary to strictly handle the encroachment of the roadway and safety corridor that has been happening for a long time at the intersection.
