Meanwhile, from now until tomorrow, Upper and Central Laos will have 100-250 mm of rain, with some areas in Central Laos having over 500 mm. Last night, the Prime Minister issued the third telegram on overcoming the consequences and responding to the storm. Accordingly, he requested the ministers, secretaries, and chairmen of Thanh Hoa - Quang Tri provinces to direct local authorities based on the specific situation in each locality to decide and have a plan to support people in evacuation areas to return home in areas that have been ensured to be safe.
At the same time, thoroughly evacuate and relocate residents in dangerous areas, especially those that are often deeply flooded during heavy rains and floods, and places at risk of flash floods, landslides, and support to ensure essential needs for people in the evacuation area.
Localities are also required to arrange forces to block, guide and support people to participate in traffic safely; assign leaders to directly direct flood response work in key areas, especially villages and hamlets at risk of being isolated due to floods and landslides; review and deploy backup plans for power supply and telecommunications waves, ensuring smooth communication from villages and hamlets to all levels, without information interruption.
The Prime Minister also requested localities to direct the safe operation of irrigation dams, hydroelectric dams, and dykes, and to proactively have response plans to ensure the safety of residents in the event of the worst-case scenario, avoiding being caught off guard; and to prepare forces, vehicles, and equipment in key areas to deploy rescue operations in case of bad situations.

For households whose roofs were blown off or damaged, the Prime Minister requested support for temporary accommodation; immediate repair of schools and medical facilities, to be completed by August 2025; removal of obstacles, cleaning of roads to ensure traffic activities return to normal soon after the storm.
The Ministers of the Ministries of National Defense and Public Security direct Military Region IV and units stationed in the area to deploy necessary forces, means, and equipment, ready to support people in responding to and quickly overcoming the consequences of storms and floods when requested by the locality.
The Minister of Science and Technology directed and urged telecommunications service providers (VNPT, Viettel) to focus on immediately repairing damaged telecommunications systems and restoring telecommunications signals. The Minister of Industry and Trade directed relevant units to ensure the safety of hydroelectric dams and immediately repair the power grid.
The Ministries of Health, Construction, Agriculture and Environment, according to their functions and duties, shall carry out tasks to ensure people's health; repair landslide-affected roads; and monitor and promptly warn of further developments of floods and storms.
