Storm makes landfall, strong winds, rain pours down on Hanoi

This afternoon and evening (July 22), storm No. 3 made landfall. Hanoi had strong winds of level 6, gusts of level 7-8, and heavy rain of over 250mm. People were advised to limit going out and prepare for flooding.

According to the National Center for Hydro-Meteorological Forecasting, at 4am this morning, storm No. 3 was about 140km from Quang Ninh, 70km from Hai Phong , 80km from Hung Yen and 100km from Ninh Binh. Winds near the storm's center are at level 9-10 (75-102km/h), gusting to level 13. The storm is currently moving west-southwest at a speed of about 15km/h.

By 4:00 p.m. this afternoon, the storm made landfall from Hai Phong to Thanh Hoa with strong winds of level 8, gusts of level 10, capable of knocking down trees, electric poles, and blowing off roofs...

From the morning of July 22 to 23, provinces and cities in the Northern Delta region, Thanh Hoa, Nghe An will have heavy to very heavy rain (commonly 200-300mm, some places exceeding 500mm), increasing the risk of flash floods, landslides in mountainous areas, and flooding in low-lying areas.

In Hanoi, today (July 22), the northern and western areas of the city will experience winds of level 4-5, gusting to level 6; the southern and central areas will experience winds of level 5, sometimes level 6, gusting to level 7-8. At this intensity, the wind can break trees, rip off roofs, and overturn advertising signs, endangering road users.

Regarding rain, from this morning until the end of July 23, Hanoi will have moderate, heavy to very heavy rain. Rainfall in the North is generally 60-120mm, some places higher than 180mm; in the center, West and South is generally 80-200mm, some places higher than 250mm. Heavy rain overloads the drainage system, floods residential areas, causes traffic jams, reduces visibility, makes it slippery, and increases accidents. Heavy rain in a short period of time can also cause landslides in mountainous areas, deep flooding in urban and low-lying areas.

In response to the above forecast, the Hanoi People's Committee issued an urgent dispatch, requesting communes and wards to urgently review and reinforce facilities at agencies and units; be on duty 24/7 to monitor the situation and respond promptly. At the same time, regularly update forecasts and warnings to inform and guide people to proactively prevent and minimize damage.

Localities must proactively evacuate people from weak houses and areas at risk of landslides, flash floods, and deep flooding; fully prepare forces, means, supplies, and necessities according to the "four on-site" motto to be ready to respond to all situations.

The City People's Committee requests units and localities to notify project owners to reinforce and protect factories and technical infrastructure (telecommunications, power grid); proactively develop plans to overcome incidents and maintain uninterrupted operations during and after the storm.

Units and localities must control traffic, divide and direct traffic, and limit people from going out during strong winds and heavy rains. Vulnerable areas such as culverts, deeply flooded roads, and areas at risk of landslides must be marked with warning signs and guarded 24/7.

In addition, the City People's Committee requested units and localities to prepare sufficient human resources and means to be ready to deploy dike protection plans, protect key vulnerable points, locations where incidents have occurred but have not been completely resolved, and unfinished dike projects.

Hanoi Electricity Corporation coordinates with the Department of Industry and Trade to ensure grid safety, promptly fix problems, and prioritize power supply to drainage pumping stations.

The Department of Construction presides over and coordinates with the Green Park Company and localities to mobilize vehicles and human resources to immediately handle fallen trees, ensuring safety and smooth traffic.
