In recent times, the province has issued many documents directing the strengthening of coordination in reviewing, amending and supplementing mechanisms and policies for managing heritages to meet current management requirements, along with documents directing the improvement of management efficiency, strict protection of the environment, biodiversity and natural resource values of heritages. In particular, the province has strongly directed the rearrangement of marine farming areas in a sustainable, planned manner, using environmentally friendly materials; protecting mangrove forests; restoring the environment after mineral exploitation, preventing surface runoff from polluting the coastal environment of Ha Long Bay...; establishing new nature reserves, such as: Dong Rui - Tien Yen Wetland Area; Co To - Tran Island Marine Reserve; Quang Nam Chau Reserve.
Impacted by storm No. 3 that occurred on September 7, 2024, Quang Ninh forests were severely damaged, causing the forest cover rate to decrease from 55.5% before the storm to 38% after the storm. Immediately after the storm, along with restoring production activities and people's lives, the province directed to focus on restoring damaged forest areas. Accordingly, the area of existing natural forests has been well maintained and protected, the area of special-use forests has been consolidated; and the allocation of protection costs for over 51,800 hectares of protective and special-use forests to 32 units has been completed.
With efforts to restore forests, by the end of 2024, Quang Ninh's forest coverage rate will reach 45.5%, exceeding the 2025 target for forest coverage (45%). In the first quarter of 2025, the whole province entered the new forest planting season and planted 15,333 hectares, equal to 410% compared to the same period last year. This result is an important premise for Quang Ninh to be determined to complete the new forest planting target in 2025.
Along with that, in the process of appraising and planning research for projects and works, the province also pays attention to directing and carefully evaluating projects, adjusting and removing areas with natural forests from project areas; not converting existing natural forest areas to other purposes, except for projects that meet the prescribed conditions.
Officials and people in the province participated in releasing fish to celebrate the 66th anniversary of the Fisheries Industry's Traditional Day, April 1 (1959-2025) at the main dam of Yen Lap Lake (Minh Thanh Ward, Quang Yen Town).
In order to protect natural aquatic resources, in addition to promoting propaganda to fishermen as well as officials at all levels about the importance of protecting aquatic resources, functional sectors also tighten the fight against illegal, unreported, and unregulated fishing (IUU); review and prioritize groups of vessels and occupations that need to be converted within the fishing industry and converted to aquaculture with appropriate solutions and models for job conversion; strengthen management and closely monitor 100% of fishing vessels operating in the area; thoroughly handle "3 no" fishing vessels and offshore fishing vessels that frequently lose VMS signals at sea. In particular, strengthen the review and statistics of management subjects to ensure that 5,556 fishing vessels are equipped with voyage monitoring devices (VMS) for 24/7 monitoring. At the same time, 10 inspection and control points were set up at wharves, ports, and storm shelters for fishing output, thereby controlling and tracing the origin of over 79,900 tons of aquatic products, equivalent to over 94% of the control and tracing plan for 2024.
Along with that, the province maintains a 24/7 hotline to protect aquatic resources. In 2024 alone, the functional sector received and handled 116 reports, detected and handled 9 violations with a total fine of 233.5 million VND. In the first quarter of 2025, through inspection and supervision, no fishing vessels violated foreign waters. However, the province still closely monitors 57 vessels at high risk of IUU violations for timely handling. In addition, since the beginning of 2025, the province has received and processed 11 applications for marine farming licenses; received 3 applications for sea allocation. The district level also received 648 applications and completed the allocation of sea areas to 560 individuals. In the first quarter of 2025, the total aquatic product output is estimated at over 36,082 tons, exceeding the set plan by 3.5%.
The forest fire warning system has just been completed and installed by the Van Don District Forest Protection Department.
On the occasion of the 66th anniversary of the Fisheries Industry's Traditional Day April 1 (1959-2025), in March 2025, at the main dam of Yen Lap Lake (Minh Thanh Ward, Quang Yen Town), the Department of Agriculture and Environment coordinated with the People's Committee of Ha Long City, the People's Committee of Quang Yen Town, the Provincial Fisheries Association and Yen Lap Irrigation One Member Co., Ltd. to organize a ceremony to release fish fry to restore aquatic resources with 165,000 fry, including: Tilapia, grass carp, black carp, white carp, bighead carp, bighead carp, common carp, common carp... Also during this time, many coastal localities simultaneously organized the release of fish fry to restore aquatic resources, such as: Ha Long City released about 200,000 fish fry into the natural environment, including tiger prawns, sea bream, grouper, and sea bass. Quang Yen town released 100,000 aquatic breeds, including sea bass, mullet, pompano, etc. This is an important activity in restoring and regenerating aquatic resources, especially endangered and rare aquatic species, contributing positively to environmental protection, ecological balance, protection and development of local aquatic resources.
