Arrest and temporary detention of an officer of the Economic Department of the People's Committee of Bac Ha commune, Lao Cai province for the crime of accepting bribes

CTTĐT - On October 21, 2025, the Investigation Police Agency of Lao Cai Provincial Police executed an arrest warrant to detain Dinh Thi Dieu Hoa, born in 1991, residing in Bac Ha commune, Lao Cai province, currently a civil servant of the Economic Department of the People's Committee of Bac Ha commune, Lao Cai province, for the crime of accepting bribes. At the same time, the defendant's workplace and residence were searched.

According to the investigation documents of the police agency, when working at the Finance - Planning Department of Bac Ha district (before the merger), Dinh Thi Dieu Hoa was assigned the task of "specialized accountant for 19 People's Committees of communes and towns; synthesizing revenue and expenditure and regimes, reports related to the commune budget sector, including the People's Committee of Nam Luc commune" from the beginning of 2020 to June 19, 2021. Therefore, Hoa is responsible for synthesizing revenue and expenditure; appraising the 2020 budget settlement of the People's Committee of Nam Luc commune, advising the Finance - Planning Department of Bac Ha district on the 2020 budget settlement of the People's Committee of Nam Luc commune.

 

The Provincial Police Investigation Agency executed an arrest warrant to detain Dinh Thi Dieu Hoa for the crime of receiving bribes.

During the performance of her duties, Dinh Thi Dieu Hoa discovered that the People's Committee of Nam Luc commune had spent the salary allocated in 2020 incorrectly, but still advised the Finance and Planning Department of Bac Ha district to issue a notice of the 2020 budget settlement of the People's Committee of Nam Luc commune as being in accordance with regulations, with the purpose of receiving a bribe of 20 million VND from Pham Thi Mai, accountant of the People's Committee of Nam Luc commune .

In addition to the 20 million VND bribe Dinh Thi Dieu Hoa received, Pham Thi Mai also accused Dinh Thi Dieu Hoa of receiving bribes many times with a total amount of 346 million VND.

Currently, the Provincial Police Investigation Agency is continuing to investigate and clarify the subject's behavior, while expanding the investigation and verification of other related organizations and individuals, and proposing handling according to the provisions of law./.
