On August 15, a source from Tuoi Tre Online said that Can Tho City Oncology Hospital had just reported "inadequacies and difficulties when assigned the task of being a centralized purchasing unit at the local level".
Accordingly, the hospital said that on August 1, the Can Tho City Department of Health issued a plan to organize the selection of a contractor to provide centralized medicine for the 2025-2027 period to serve medical facilities in the city, including the old Hau Giang and Soc Trang areas.
This hospital is a self-financed public service unit of group 2, however, the centralized procurement task currently includes the needs of group 3 and group 4 units. This leads to inadequacies in approval authority, potentially causing risks of not ensuring legality and not complying with legal regulations on decentralization of management, use and decision-making on state budget sources.
Regarding the capacity and budget for bidding, the bidding package assigned to Can Tho city after the merger with the scale of the local centralized drug procurement package is very large, the scope of the bidding package spreads across Can Tho city, Hau Giang province and Soc Trang province (old), including many categories and large values.
While the hospital currently does not have a specialized department with sufficient capacity and experience in bidding operations; the hospital's personnel participating in bidding do not have a deep understanding of bidding laws.
The hospital also lacks the necessary equipment, management software, and supporting facilities. This puts great pressure on the hospital, posing potential risks regarding the legality and quality of purchases.
In addition, the hospital is in a state of serious overload, the number of inpatients regularly exceeds 120%, while the facilities are degraded, many items do not meet hospital safety standards. The hospital also does not have a hall to arrange centralized bidding.
Currently, the hospital is having to focus all its resources on performing specialized cancer examination and treatment with an always overloaded number of patients, while also having to perform many additional key and urgent tasks.
Taking on a completely new task of great scale and complexity in this context is impossible, will disperse resources and seriously affect the progress of projects as well as the core professional mission of cancer diagnosis and treatment which is always in a state of overload...
Due to the above difficulties and shortcomings, Can Tho Oncology Hospital proposed that the Can Tho City Department of Health agree to let the hospital not take on the task of being the local centralized drug procurement unit for the period 2025-2027; propose to assign this task to the Department of Health to perform.
If the hospital's proposal is deemed inappropriate, the Department of Health will organize a meeting chaired by the leaders of the City People's Committee, representatives of relevant departments and directors of public health facilities in the area to agree on a plan to organize centralized drug procurement at the local level.
