Recently, at the meeting of the People's Council of Thanh Hoa province, Mr. Le Sy Nghiem - Director of the Department of Natural Resources and Environment (DONRE) admitted that there was harassment and negativity by officials in the issuance of Land Use Right Certificates (LURCs) in the past.
Following the Director of the Department of Natural Resources and Environment, Thanh Hoa Provincial Party Secretary Do Trong Hung cited a case not long ago, a voter in Quang Dai commune, Sam Son city (nearly 80 years old, a severely wounded soldier, with one eye damaged) came to the Provincial Secretary's house to report on the issuance of red books. According to the presentation, this voter had all the documents but requested many times but was still not granted a land use right certificate.
Receiving information from voters, the Provincial Secretary directed and assigned the Chairman of the People's Committee of Sam Son City to re-examine, which was exactly as voters reflected. The delay in issuing land use right certificates to people was due to the staff of the Sam Son Land Registration Office (under the Department of Natural Resources and Environment) not working wholeheartedly, diligently and bureaucratically.
Immediately afterwards, voters were granted land use rights certificates according to regulations.
Talking to VietNamNet reporter, Mr. Dang Ngoc Vinh said he was very happy because after 4 years of hard work, dozens of times going to the commune and the city to apply for a 'red book' but was not granted. Thinking back to that time, Mr. Vinh still cannot help but shiver.
“As a last resort, I had to personally knock on the door of the Provincial Party Secretary’s house to report. If I didn’t meet the Secretary directly, I don’t know how long it would take to issue the ‘red book’ for my house.
When I arrived at the Secretary’s house when it was dark, I stood outside the gate waiting. When the Secretary returned, he invited me inside to present. After receiving the information and reviewing all my documents, the Secretary immediately called the Chairman of Sam Son City to direct me. About 2 weeks later, I was granted the red book,” Mr. Vinh recounted.
According to Mr. Vinh, the land he is living on is the land left by his grandparents, and was granted a 'red book' by the People's Committee of Quang Xuong district (Quang Dai commune, formerly Quang Xuong district) in 1994. His parents had 4 children, the first son and the third son died, leaving Mr. Vinh and the youngest daughter.
In 2019, he submitted an application to change his 'red book'. Following the instructions of the commune and departments of Sam Son City, Mr. Vinh completed all procedures and documents such as: obtaining signatures from his children and grandchildren in the family; obtaining opinions from neighbors about there being no land disputes... and related documents.
“Although I had all the required documents, the officer still did not issue me the red book, and asked me to ask for these signatures again and again. I patiently followed the instructions but it was still not resolved,” Mr. Vinh recalled.
After receiving instructions from the Secretary of Thanh Hoa Provincial Party Committee, Mr. Nguyen The Hung - Director of the Sam Son City Land Registration Office Branch admitted that there were errors in the process of granting the 'red book' to Mr. Vinh's family.
"The reason is that the office has a small number of staff and little experience, so the process of receiving documents and handling Mr. Vinh's family's case is still slow," Mr. Hung explained.
