Hanoi Secretary: People's Council needs to promptly grasp people's aspirations for supervision

Secretary of the Hanoi Party Committee Nguyen Duy Ngoc requested the City People's Council to promptly grasp the people's thoughts and aspirations to monitor and make recommendations to competent authorities to promptly resolve pressing public issues. Recommendations and supervisions need to be urged and handled thoroughly.

On the morning of November 26, the Hanoi People's Council for the 2021-2026 term opened its 28th session. Speaking at the session, Secretary of the Hanoi Party Committee Nguyen Duy Ngoc asked delegates to focus on concretizing the action program of the 18th City Party Congress resolution into the full-term work program of the People's Council for the 2026-2031 term.

At the same time, promulgate policy mechanisms that are concretized into programs, projects, implementation plans, and monitoring plans with specific goals, roadmaps, and solutions; coordinate smoothly with advisory boards to achieve clear results and products that contribute to building and consolidating the political system, developing the capital's socio-economy for growth purposes, to better serve the people and businesses.

Hanoi Secretary Nguyen Duy Ngoc also requested to continue to innovate leadership methods and direct more drastically and deeply the activities of the City People's Council when organizing a two-level local government.

In particular, the City People's Council needs to consider supervision as a channel to build and strengthen the operations of the two-level government in the capital; a tool to ensure socio -economic development, meeting the needs and aspirations of voters and people of the capital.

Accordingly, it is necessary to continue to strengthen supervision work, especially the core tasks and "bottleneck" issues of the city in a practical, effective and efficient manner; promptly grasp the thoughts and aspirations of the people to supervise and make recommendations to competent authorities to promptly resolve pressing public issues; recommendations and supervision need to be urged and handled thoroughly.

“The People’s Council will proactively monitor targets, decentralization, tasks and promptly detect “bottlenecks” that may occur during implementation, rather than waiting for “bottlenecks” to occur. This is a requirement for future supervision, which will be more authentic, clear, specific, and proactive,” Secretary Nguyen Duy Ngoc emphasized.

The Hanoi Secretary also requested the People's Council delegates to study, discuss thoroughly, compare legal regulations and practices, consider the effectiveness and possible impact of these decisions on life and society. The resolutions that are passed will be important decisions, with a solid legal basis, constitutional, legitimate, highly feasible, helping to resolve practical difficulties, promoting strong economic and social development of the capital in the new era.

Earlier, in her opening speech, Chairwoman of the Hanoi People's Council Phung Thi Hong Ha emphasized that the goal of the session is to comprehensively review socio-economic development, national defense and security, budget revenue and expenditure, and public investment in 2025; at the same time, promulgate regulations, mechanisms, and policies to specify the Capital Law 2024 and many other important contents.

According to Ms. Ha, the meeting agenda is divided into main groups of content. Specifically, the Hanoi People's Council will review and evaluate the results of implementing socio-economic development tasks, national defense and security, budget revenue and expenditure and public investment in 2025; and at the same time, identify key tasks in 2026.

Proposed policies include: support levels, social security payments; regulations on social assistance standards and beneficiaries of special assistance policies; agricultural and rural development policies; approval of the iHanoi Digital Capital citizen platform - a unified digital platform serving people, businesses and supporting urban management...
