Hanoi Secretary: Soon build three bridges over the Red and Duong rivers on Ring Road 4

Hanoi To exploit the parallel road of Ring Road 4 by the end of 2025, it is necessary to soon build Me So and Hong Ha bridges across the Red River and Hoai Thuong bridges across the Duong River, according to the Secretary of Hanoi.

On January 4, Mr. Dinh Tien Dung, Secretary of the Hanoi Party Committee, Head of the Steering Committee for the implementation of the Ring Road 4 Construction Investment Project - Hanoi Capital Region inspected the project implementation in the two provinces of Bac Ninh and Hung Yen.

Reporting to the inspection team, Mr. Nguyen Chi Cuong, Director of the Hanoi Traffic Construction Investment Project Management Board, said that so far Hanoi, Bac Ninh, and Hung Yen have approved plans and recovered more than 1,300, reaching nearly 94%. Of which, Hanoi has completed the highest rate, reaching 96.54%, and has also started construction on 12/13 resettlement areas.

Hung Yen has recovered 85% of the land, built 5/11 resettlement areas and 2/7 cemetery renovation and expansion areas. Bac Ninh has recovered nearly 94% of the land, built 2/12 resettlement areas, the remaining areas are expected to be deployed in the second quarter of 2024.

Regarding the parallel road project, representatives of the three provinces and cities all committed to completing it by the end of 2025 at the latest. Hanoi strives to start construction of component 3 project (construction of an elevated highway under the PPP method) in the first quarter of 2024.

However, according to Mr. Pham Huu Son, General Director of Transport Design Consulting Corporation (TEDI), if we have to wait until the elevated road is completed in 2027 to exploit the parallel road, it will be a waste of infrastructure resources.

Regarding this issue, the Secretary of the Hanoi Party Committee said that there should be a mechanism to soon start construction and complete the three bridges over the Red and Duong rivers. "These bridges are part of the third component project, expected to be completed in 2017. Thus, if the parallel road is completed but the bridge is not yet open, it cannot be exploited immediately," said Mr. Dung, adding that he would propose to the central ministries and branches to find a solution soon.

To speed up the project, the Secretary of the Hanoi Party Committee requested that localities focus on relocating graves before December 23 of the year of the Cat and infrastructure works before June 30. Regarding the relocation of residential land, if resettlement areas cannot be completed in time, temporary housing options can be applied.

The biggest difficulty is the lack of fill soil for the project in the two provinces of Hung Yen and Bac Ninh, however, representatives of the ministries said that it can be replaced with fill sand. Hanoi has directed specialized agencies to review and supplement the mines in the East, close to the two provinces, to be ready to support. "The spirit is to choose the cheapest, best, and most transparent option to do it" - said the Head of the Steering Committee of the Ring Road 4 Project in the Capital Region.

The Ring Road 4 project of the Capital Region passes through Hanoi, Hung Yen and Bac Ninh, connecting the Hanoi - Lao Cai and Noi Bai - Ha Long expressways, with a total investment of more than VND 85,000 billion. The project will start in 2022, with the basic goal of completion in 2026 and operation in 2027.

The construction of three bridges Me So, Hong Ha and Hoai Thuong under component project 3 (construction of an elevated highway under the PPP form) is expected to start on October 10, 2024 and be completed and put into use in 2027. The pre-feasibility study project, the three bridges are 17.5 m wide (cross-section) but then finalized at 24.5 m to arrange two more lanes for motorbikes and non-motorized vehicles, connecting the two banks of the river to create favorable travel conditions for people.
