The year 2023 marks more than half of the journey to implement the Resolution of the 4th Long Khanh City Party Congress, term 2020-2025. Despite many difficulties, with a spirit of strong leadership and direction, Long Khanh has achieved many positive results in many fields.

Talking to Dong Nai Newspaper, Secretary of the City Party Committee, Chairman of the People's Council of Long Khanh City HO VAN NAM said: "Long Khanh is having new opportunities, new motivations. In the new period, we must be bold, determined, dare to think, dare to do for the common development of the city".

Towards sustainable development

* According to you, what are the highlights of Long Khanh City's development since the beginning of the term?

- The City Party Committee has regularly received strong leadership and direction, and maximum facilitation from the Provincial Party Committee, People's Council and Provincial People's Committee. The Party Committee itself has promoted internal strength, had solutions appropriate to the situation, and continued to well implement the set goals.

The important highlight is that Long Khanh has become the first locality to announce the general construction plan at a scale of 1/10,000 for Long Khanh City until 2040, with a vision to 2050. In addition, it has publicized the annual land use plan and land use plan until 2030. These are extremely important premises for the city to have a development orientation with long-term goals, to overcome difficulties in land use, and to attract investment resources for development.

Long Khanh City is continuing to develop in a sustainable direction, closely linked to green growth through selective investment attraction. People produce agriculture in the direction of high technology, creating great value. Long Khanh is gradually promoting the development of trade, tourism, and services with typical products. For example, in recent years, more and more tourists have learned about Long Khanh fruit specialties through fruit festivals combined with agricultural product promotion.

After 2.5 years of implementing the Resolution of the 11th Provincial Party Congress, the Long Khanh City Party Committee has achieved and exceeded 11/12 targets set out in the resolution. Only 1 target was not achieved, which was the health insurance coverage rate in the city. In 2021-2022, the Long Khanh City Party Committee received the Emulation Flag for excellent completion of the term of the Provincial Party Executive Committee.

Another important highlight is that Long Khanh is making changes in its urban appearance, helping the city gain new vitality, new momentum, and become more dynamic. Specifically, the city has renovated and embellished a series of parks in the direction of green - clean - beautiful. Thereby, promoting historical and cultural values to serve the lives of the people.

The most typical example is the upgrading of the Victory Beer Park into a cultural activity spot, creating a vibrant city day and night. The city has renovated and undergrounded electricity and telecommunication cables on Hung Vuong and Cach Mang Thang Tam streets... These are specific actions, determined to strive that by 2025 Long Khanh will meet the criteria of a type II urban area in the direction of green, civilized, safe and modern development.

* What is the driving force that helps Long Khanh City gradually overcome difficulties in recent times?

- Right from the time of formulating the Resolution of the 4th City Party Congress, the Provincial Party Committee and the Provincial People's Committee have had orientations to help the city achieve specific goals. During the implementation process, the Standing Committee of the Provincial Party Committee has always paid close attention to leadership and direction, and devoted appropriate resources to the city. We are always aware of the expectations of the provincial leaders and the people for the city's development. From there, the city has concretized the implementation of the resolution with solutions and actions.

The most important solution is personnel work. In the first half of the term, the Standing Committee of the City Party Committee has mobilized and rotated many capable and qualified cadres to work in departments, offices, wards and communes on the basis of promoting the strengths of each comrade. We closely monitor and evaluate the capacity of cadres through work efficiency and evaluation of people's comments.

It is indispensable that the city's people and businesses are truly dynamic, hardworking and always trust and support the city's Party Committee and government to fulfill their duties.

More creativity and responsibility are needed.

* Long Khanh City is facing new favorable opportunities. So, according to you, how can the city achieve its sustainable development goals?

- Provincial leaders have high expectations for Long Khanh. Therefore, we are always concerned and thinking about the future and development direction of the city.

To develop, first of all, the Long Khanh City Party Committee must closely follow the provincial and city resolutions with the goals, tasks and solutions that have been oriented. We must continue to invest synchronously in the infrastructure system, especially urban infrastructure, creating motivation for people and businesses to develop, while improving the quality of investment attraction in the direction of selective technology. We are striving to build Long Khanh into a livable city, a place to welcome new generation investors.

Currently, we are talking a lot about the issue of cadres and civil servants shirking responsibility, avoiding responsibility, and being afraid of making mistakes. The city's Party Committee must closely monitor and immediately identify these manifestations in each cadre and party member, especially the leader. Along with choosing the right person and assigning the right job, there must be support and a monitoring mechanism so that cadres dare to do, can do the job, do it according to regulations, and always know how to put the people's interests first. It is necessary to select, train and promote cadres worthy of their contributions based on work efficiency and people's trust.

* People and businesses are the subjects contributing to the development of Long Khanh City. How will the city motivate these subjects to develop, sir?

- We identify the development of people and businesses as the development of the city. Therefore, the entire political system must be responsible for creating maximum motivation through investment in synchronous and modern infrastructure, especially paying attention to administrative reform and handling administrative procedures at departments and offices down to wards and communes. Recently, we have directed all departments, offices, wards and communes to review and strengthen the Steering Committee for administrative reform at the unit. We must truly consider digital transformation as an important solution in administrative reform.

Wherever there are still delays in paperwork, causing people and businesses to complain, the responsibility of the leaders must be considered. Words must be matched with actions, not just reports with beautiful numbers but no substance.

*Long Khanh is blessed with natural resources for ecotourism development, but tourism development is currently only seasonal. How can the city develop tourism with its own unique characteristics?

- It is true that Long Khanh currently only develops tourism strongly in the summer when it is fruit season and is in need of more unique tourism products that can be developed year-round. In the general planning of the city, we are very interested in being able to maximize the potential advantages of tourism development. Therefore, in the coming time, we will complete the tourism infrastructure and promote the advantages of investing in tourism of the city.

In addition to fruit-branded tourism, we recommend that the Vietnam Rubber Group hand over to the city some relics, such as some abandoned ancient villas built during the French colonial period, so that the city can develop discovery tourism, eco-tourism, and even thrill tourism.

We wish to hand over the exploitation of the Cau Dau Lake irrigation project to combine with the development of eco-tourism... These are the great tourism potentials that help Long Khanh to be named on the tourism map of the Southeast.
