At that historic moment, Bac Kan Provincial Party Secretary Hoang Duy Chinh wrote a letter to the ethnic people in the province. It was not a dry administrative document, nor was it simply a farewell.
It is a touching melody, marking 28 years of construction, development and affirming the identity of a land rich in bravery and humanity.
A journey that never stops
The lines in the letter of the Provincial Party Secretary are like a message filled with emotions, spreading a spirit of steadfastness, pride and responsibility towards the past, present and future.
28 years since its re-establishment, Bac Kan has gradually overcome numerous difficulties to transform and rise up. Secretary Hoang Duy Chinh wrote: “ In 28 years of construction and growth, the Party Committee and people of Bac Kan province have affirmed their bravery and determination, overcoming difficulties and rising up.”
From a mountainous province with a low starting point, Bac Kan has restructured agriculture towards commodity production, developed industry and services, invested in synchronous infrastructure, and gradually improved people's lives.
Culture,education , health care, and social security have many significant changes. In particular, the cultural identity and solidarity of the people here are always valuable, lasting, and profound endogenous resources.

Overcoming natural and economic challenges, Bac Kan has constantly innovated with bold thinking, with cadres, party members and people who dare to think, dare to do, dare to contribute. That has created a Bac Kan province with “courage, intelligence and humanity” as Secretary Hoang Duy Chinh acknowledged in the letter.
Merger is not the end
The decision to merge Bac Kan with Thai Nguyen is not simply a matter of administrative geography, but a strategic step of national significance in streamlining the apparatus and building a strong two-level local government.
Provincial Party Secretary Hoang Duy Chinh emphasized: "The merger of provinces is not the end, the mechanical accumulation of administrative units, but the beginning of a new development stage for the lands."
In the perception of Bac Kan people, this is an opportunity to continue to develop, to continue to contribute not only to their homeland, but also to a new, stronger, more convergent Thai Nguyen, aiming to become a more competitive economic-political-cultural center in the new era.

“When good values, traditions and aspirations are always preserved, today's integration is an opportunity to spread, resonate and enrich identity,” he wrote.
In the letter, Secretary Hoang Duy Chinh did not forget to express his gratitude to those who came before him. These are the former leaders of the province through the ages – those who have devoted their whole lives to the cause of building the Party and developing their homeland.
It is the team of cadres, party members and people – the people who persistently create “each classroom, each house, each road, each golden season and each glorious page of history of the homeland.”
He especially mentioned the officials, civil servants and public employees who accepted to leave their duties ahead of schedule due to the requirements of organizational restructuring.
It is a silent sacrifice for the common good, the "tall and mighty trees" - although no longer directly in the apparatus, but still expected to "pass on the torch to the next generation."

Expressing high expectations, the Provincial Party Secretary emphasized the role of young cadres - the force that will directly continue to write glorious pages of history in a new form: "I hope that comrades will keep in their hearts gratitude for the past, love for the present and responsibility for the future."
In a changing context, with greater aspirations and higher demands, the young generation embodies commitment, creativity and a spirit of unceasing service.
There were no words of farewell written in the letter. Instead, there was a call to the future. “Our homeland is now our country, the place where we always vow to devote ourselves and sacrifice to build a stronger and more prosperous future.”
