According to the Ministry of National Defense, President Ho Chi Minh's Mausoleum and Ba Dinh Square are large cultural and artistic works, associated with important events of the country and people of Vietnam, and are sacred spaces of the capital Hanoi and the whole country.

Ba Dinh Square Lawn is one of the particularly important spaces in the Ba Dinh Mausoleum and Square complex, regularly maintained and restored by the Ho Chi Minh Mausoleum Management Board.

However, the current master plan for the Ba Dinh Square lawn is being overlapped by the southern villa area. This cluster of buildings blocks the view from Chua Mot Cot Street towards Ho Chi Minh Mausoleum and the National Assembly, affecting the landscape and architectural space of the historic Ba Dinh Square area, affecting the solemnity and architectural value of Ho Chi Minh Mausoleum.

The Ministry of Defense believes that it is necessary to study, renovate and upgrade the auxiliary space around the square, turning it into a resting and resting area for visitors and cultural and political events. This includes a garden and green space located in the South, at the end of Doc Lap Street.

According to the Ministry of National Defense, investment in building infrastructure to serve the reception and propaganda work of the Ho Chi Minh Mausoleum Management Board is extremely necessary and urgent, in accordance with the planning of the Ba Dinh Political Center.

According to the Ministry of National Defense, the land for detailed planning of the project area is in the Ba Dinh political center, in Dien Bien ward, Ba Dinh district, Hanoi, bordering the grassy areas of Ba Dinh Square to the north, Chua Mot Cot street to the south, Doc Lap street to the east, and Hung Vuong street to the west.

The organization of the expanded space of Ba Dinh Square includes 28 grass plots combined with a system of gravel concrete walkways to ensure synchronous connection with the existing grass carpet and grass plot system of Ba Dinh Square; returning the area of ​​Hung Vuong Street for renovation and construction according to the approved planning orientation and construction boundaries and red line boundaries.

The Ministry of National Defense affirmed that the organization of space, architecture, and landscape of the planning area must comply with the control criteria specified in the detailed planning adjustment project of the Ba Dinh Political Center Area, scale 1/2,000; must not affect the architectural space of the adjacent area and must ensure the requirements of traffic safety, fire prevention and fighting, etc.

The Ministry of National Defense said the detailed planning area has four old, degraded villas, located adjacent to Hung Vuong, Chua Mot Cot and Ba Huyen Thanh Quan streets.

This area used to have 14 households living there but they have been relocated and is now vacant land, surrounded by government offices. The Ministry is reporting to the Prime Minister to consider the demolition of the above-mentioned structures.

The four villas proposed for demolition include: House No. 25 Hung Vuong Street (land area 925m2), House No. 4 Ba Huyen Thanh Quan Street (1,133m2), House No. 66 Chua Mot Cot Street (1,014m2) and House No. 6B Chua Mot Cot Street (740m2).

The total area of ​​the detailed planning study is 7,191m2. Of which, the square land occupies about 4,110m2, including 28 grass plots and a system of gravel concrete walkways; the remaining area is traffic land of about 3,081m2, including sidewalks and roadways.

According to the Ministry of National Defense, the project to invest in building infrastructure to serve the reception and propaganda work of the Ho Chi Minh Mausoleum Management Board to renovate and expand Ba Dinh Square is completely consistent with the policies of the Party and Government.
