On the afternoon of June 22, Prime Minister Pham Minh Chinh chaired the National Conference to review the National Target Program on New Rural Development, the National Target Program on Sustainable Poverty Reduction, the Emulation Movement "The Whole Country Joins Hands to Build New Rural Areas", and the Emulation Movement "For the Poor - Leaving No One Behind" for the 2021-2025 period.
The conference connected from the main bridge point of the Government Headquarters to the headquarters of the People's Committees of provinces and centrally-run cities. Attending and co-chairing the conference at the Hanoi bridge point were Politburo member, Chairman of the Central Committee of the Vietnam Fatherland Front Do Van Chien; Party Central Committee members: Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Mai Van Chinh, Vice Chairman of the National Assembly Le Minh Hoan.
Leaders of central and local ministries, departments and branches, members of steering committees of national target programs, steering committees of emulation movements, and representatives of a number of international organizations attended the Conference.
The reports, discussions, and opinions expressed with passion, depth, and practicality at the Conference affirmed the achieved results; frankly pointed out the shortcomings, limitations, difficulties, obstacles, and causes; identified the situation, opportunities, challenges, and proposed major orientations for the National Target Program on Sustainable Poverty Reduction and New Rural Development for the 2026-2035 period.

The number of poor and near-poor households continues to decrease sharply.
According to reports and opinions at the conference, in the 2021-2025 period, the National Target Programs on new rural construction and sustainable poverty reduction have basically completed the set goals with many targets met and exceeded; achieved many important achievements, contributing to changing the face of rural areas and improving people's lives.
Regarding the national target program for sustainable poverty reduction, by March 2025, the multidimensional poverty rate nationwide will decrease to 1.93%, achieving the target of an average reduction of 1-1.5%/year. The poverty rate in poor districts will decrease to 24.86%, an average reduction of 6.7%/year, exceeding the target, and the poverty rate of ethnic minorities will decrease to 12.55%, an average reduction of 4.45%/year, achieving the target.
The total number of poor and near-poor households at the beginning of the period was nearly 2.4 million households, and is expected to be about 1.25 million households by the end of 2025, reaching 52.49%, exceeding 2.49% compared to the target of reducing the number of poor and near-poor households by half compared to the beginning of the period according to the national multidimensional poverty standard.
The program has focused on investing in infrastructure for poor districts and extremely disadvantaged communes in coastal and island areas, with more than 2,600 projects invested to help 19/54 extremely disadvantaged communes in coastal and island areas escape poverty and extreme poverty, and meet new rural standards, reaching 35.18%, exceeding the assigned target of 30%.
The rate of stunting malnutrition in children under 16 years old decreased to 25.42%, reaching the assigned target of under 34%. Nearly 200,000 children and nearly 130,000 pregnant women have been supported with micronutrient supplementation.

Regarding labor support, 100% of laborers from poor, near-poor, and newly escaped-poverty households in need were provided with counseling, career guidance, and labor market connections. Nearly 6,300 job fairs were organized and more than 1.1 million employers and nearly 3 million job seekers had their information updated in the database.
Regarding livelihood development and job connection, over 10,000 livelihood models have been deployed, far exceeding the target of supporting over 1,000 models. Successfully supporting job connection for nearly 134,000 workers from poor, near-poor, and newly escaped-poverty households, exceeding the minimum target of 100,000 workers.
For the National Target Program on New Rural Construction, most of the targets have been basically achieved so far, some of which have exceeded the set targets.
At the commune level, 6,084/7,669 communes (79.3%) have met new rural standards, an increase of 10.6% compared to the end of 2021 and basically completed the assigned target for the entire 2021-2025 period); 2,567 communes (42.4%) have met advanced standards (an increase of 2,064 communes compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period) and 743 communes (12.3%) have met model new rural standards (an increase of 700 communes compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period).
At the district level, 329/646 district-level units (51%) have been recognized by the Prime Minister as having completed their tasks and met new rural standards (an increase of 116 units compared to the end of 2021, exceeding the assigned target for the entire 2021-2025 period). Among the districts that have met the standards, 48 districts (20%) have so far been recognized by the Prime Minister as having met advanced new rural standards (fulfilling the assigned target for the entire 2021-2025 period).

At the provincial level, 12 provinces and cities have been recognized by the Prime Minister as having completed the task of building new rural areas (achieving 70% of the assigned target for the 2021-2025 period). Regarding the average income of rural people, in 2024 it will reach 54 million VND/person/year (1.3 times higher than in 2020).
Developing rural socio-economic infrastructure continues to affirm its key role, creating a foundation to promote the effective implementation of new rural construction goals in a sustainable and comprehensive manner.
More and more localities are focusing on building advanced new rural commune models, models with unique identities and linked to production practices, daily life and regional cultural characteristics; green - clean - beautiful villages and communes, "livable countrysides" are increasingly appearing.
Restructuring the agricultural sector in association with rural economic development continues to be implemented synchronously, with focus and key points. Many localities have formed concentrated commodity production areas associated with raw material areas and logistics systems, with production value per hectare of agricultural land increasing by an average of 5-10% compared to 2020.
The "One Commune One Product" (OCOP) program continues to be a highlight in rural economic development (the whole country currently has 16,543 OCOP products with 3 stars or more, an increase of 12,056 products compared to 2020).

Although the rural tourism development program has only been implemented for more than 3 years, it has had a positive impact, contributing to attracting more and more tourists to the countryside.
Meanwhile, the two emulation movements have spread widely across all regions, areas and fields, mobilizing the strength of the entire political system, the active participation of people and businesses, contributing to building increasingly prosperous and civilized new rural areas and sustainable poverty reduction work with positive results on many criteria.
Many issued mechanisms and policies have been effective, mobilizing large resources from the people, receiving support and participation from the people of the same province, creating a vibrant and widespread competitive atmosphere throughout the entire political system, determined to successfully implement the goals of building new rural areas and sustainable poverty reduction.
Propaganda and mobilization work has been promoted, contributing positively to changing people's awareness of building new rural areas and striving to escape poverty sustainably. The work of discovering, nurturing and replicating advanced models has been focused on implementing "4 stages": discovering - nurturing - rewarding - replicating.
The work of summarizing and concluding the Emulation Movement is focused on and concerned, promptly removing difficulties and obstacles in deployment and implementation.

Integrating 2 programs on new rural construction and sustainable poverty reduction
In his concluding remarks, Prime Minister Pham Minh Chinh highly appreciated the preparation work and the reports and opinions at the Conference; affirmed the correctness and necessity of summarizing the programs in June 2025 (6 months ahead of schedule) and before the whole country operates the 2-level local government model from July 1, 2025, ready to join the whole country in preparing to enter a new era of development, an era of national growth.
The Prime Minister summarized that practice shows that the development and implementation of Resolution 26-NQ/TW on agriculture, farmers and rural areas is correct, appropriate, effective and brings about very positive results:
Firstly, contributing to restructuring and developing the country's economy in a fast and sustainable direction.
Second, infrastructure of transportation, irrigation, healthcare, culture, education, electricity - roads - schools - stations, rural appearance, material and spiritual life of rural people are comprehensively improved.
Third, Vietnam has become a world model in implementing the millennium goals, including poverty reduction, rural development, and clean water supply.

Analyzing the causes and lessons learned, the Prime Minister emphasized the leadership of the Party, regularly and directly by the Politburo and the Secretariat, headed by the late General Secretary Nguyen Phu Trong and General Secretary To Lam; the united efforts of the whole nation, the participation of the entire political system; the cooperation of international friends; promoting the combined strength in the relationship between agriculture - farmers - rural areas, developing agriculture, building rural areas, improving the material and spiritual life of farmers; promoting natural resources, culture, rice civilization and promoting human resources, and the participation of farmers.
Regarding the upcoming orientation, the Prime Minister stated that, according to the orientation of national development in the new era, the era of striving to develop into a rich, civilized, and prosperous nation; we will continue to implement programs and emulation movements, persistently and steadfastly to achieve the goal of building ecological agriculture, modern countryside, and civilized farmers as set out in the Resolution of the 13th National Congress and the goal of comprehensive, inclusive, and sustainable poverty reduction.
To achieve the set goals, the Prime Minister emphasized that the entire political system (Party committees, authorities, Fatherland Front and socio-political organizations) needs to focus on implementing "4 pushes":
Firstly, promote institutional improvement to serve farmers as the center and subject, agriculture as the driving force, and rural areas as the foundation of development.
Second, promote the development of strategic infrastructure for agriculture, farmers, and rural areas (including transport infrastructure, energy, healthcare, culture, education, sports, digital infrastructure, etc. in a green and sustainable direction).

Third, promote the construction and development of human factors, specifically farmers, in line with the new revolutionary stage, new development, two-level local government, implementing the "four pillars" according to the four Resolutions of the Politburo (breakthrough in science and technology development, innovation and national digital transformation; international integration in the new situation; innovation in law making and enforcement; development of the private economy).
Fourth, promote the diversification of agricultural products to suit the needs and enjoyment of Vietnamese people and world consumers; diversify the agricultural supply chain; diversify agricultural export markets. The Prime Minister gave the example of Halal food products with 2 billion users worldwide.
For farmers, the Prime Minister proposed implementing "3 pioneering": Pioneering poverty alleviation and competing to get rich from hands, minds, land, sky, and sea; pioneering building civilized farmers; pioneering green, sustainable production, digital transformation, and especially implementing the Digital Literacy Movement, building a digital economy, digital government, digital society, and digital citizens.
Assigning specific tasks to ministries, branches and levels, the Prime Minister requested that it is necessary to continue to thoroughly grasp, seriously, synchronously and effectively implement the leadership and direction of the Party Committee, the Central Committee, the Politburo, the Secretariat and the General Secretary; focus on urgently building the National Target Programs on new rural construction and sustainable poverty reduction for the period 2026-2035 in an integrated direction; at the same time, research and advise on launching appropriate emulation movements; mobilize the entire political system to participate in the implementation with high determination, great efforts, drastic actions, and clear assignment of 6 tasks: clear people, clear work, clear time, clear responsibility, clear products, and clear authority.

The Prime Minister said that in the current context, it is necessary to use state resources as "seed capital", leading and activating all social resources, calling for solidarity and cooperation from everyone and businesses, and promoting public-private cooperation. It is necessary to continue to improve institutions, mechanisms, and policies to liberate resources; train human resources; invest in infrastructure; implement social policies well, ensure social security, leave no one behind, and not sacrifice progress, fairness, social security, and the rural environment to pursue pure growth.
The Prime Minister noted that the implementation of programs and movements must be lively and substantial, must be done as promised, must be implemented, and must bring about measurable results; at the same time, overcome existing shortcomings and limitations in the past, and have tools to prevent corruption, negativity, and waste in the implementation process; press and media agencies need to participate in promoting information and propaganda on this content.
"The policy must be correct, consensus must be high, implementation must be effective and people's enjoyment must be substantial, so that farmers can truly feel the results, not empty words or empty promises," the Prime Minister emphasized.
