Many problems were recorded in Phu Vinh commune.
In Phu Vinh commune, Delegation Group No. 7 chaired the meeting by Mr. Nguyen Chi Tai, Deputy Secretary of the City Party Committee and Mr. Nguyen Anh Dung, Deputy Head of the Urban Committee of the City People's Council. The delegates informed voters about the socio -economic situation in October and the first 10 months of 2025, the key tasks for the last two months of the year, and the results of resolving previous petitions.
Phu Vinh voters focused on reflecting on issues directly related to people's lives. Notably, the drainage infrastructure is not synchronized, forcing many households to use rafts to move during the rainy season. Ms. Do Thi Xuan, Head of the Front Work Committee of Ke Thuong Thanh Residential Area, suggested that the city pay attention to investing in key drainage routes to limit prolonged flooding.
The education sector was also mentioned when Phu Dien 1 Primary School lacked funds to ensure human resources for teaching. In addition, voters proposed to review the situation of letting dogs and cats roam freely, causing unsafe conditions, and wished to increase the quota and staffing of local administrative agencies to handle work more effectively.
Mr. Duong Hoang Giang, Party Secretary and Chairman of the People's Council of Phu Vinh commune, affirmed that the locality has a large population but low staffing levels, leading to overload in processing documents.
Concluding the conference, Mr. Nguyen Chi Tai acknowledged the opinions and at the same time requested the locality to focus on overcoming the consequences of storms and floods, striving to complete the socio-economic targets for 2025. At the same time, he emphasized the need to carefully survey the current traffic situation to implement concreting according to the motto "State and People work together"; focusing on social security, vocational training, job creation, and improving skills for people.
Voters of Phu Bai ward make recommendations on infrastructure and environment
In Phu Bai Ward, the People's Council Delegation Group No. 6 reported on the city's socio-economic situation in the past time and the results of resolving recommendations before the session. Voters here raised a series of necessary issues, notably the deterioration of roads in residential groups (TDP) 1B Thuy Phu, TDP 3... making travel dangerous for people, especially students.

Damaged drainage systems and long-term waste accumulation are also pressing issues. Voters suggested upgrading infrastructure to reduce flooding during heavy rains. Many opinions mentioned land, resettlement, handling of backlogs and reviewing encroachment on public land.
Another hot spot is the education sector, where Phu Bai Primary School No. 2 still lacks teachers and its facilities are degraded. Some voters are concerned about the health insurance policy for poor and near-poor households; at the same time, they reflect that the southern cemetery has been degraded since 2020 but has not been renovated. The leaders of Phu Bai ward directly explained most of the issues under their authority, clarifying the causes and the handling roadmap.
In his concluding remarks, Mr. Nguyen Quang Tuan, member of the City Party Committee, Permanent Vice Chairman of the City People's Council, requested the ward to continue reviewing and proposing lists and projects that need to be included in the People's Council's resolution; at the same time, the delegation will conduct a field survey of flooded areas and key projects to advise on appropriate solutions.
Flood control infrastructure and new rural areas are of interest
Mr. Hoang Dang Khoa, member of the City Party Committee, Editor-in-Chief of Hue Newspaper and Radio and Television; Mr. Tran Quoc Thang, member of the City Party Committee, Chief of the Hue City Party Committee Office met with voters of Dan Dien commune.
At the meeting, most opinions focused on infrastructure institutions to prevent flooding and serve the new rural development program. Voter Tran Cong Dinh, Dong Lam village, pointed out the current situation of many roads, especially the Nghia Lo and Son Tung dykes, which are degraded and located in low-lying areas, so they are often deeply flooded.

In the 2025-2026 Winter-Spring crop, people are particularly interested in the mini irrigation pumping system, requesting the city to invest early to proactively produce. Regarding drainage work, voter Van Duc Dung, Tay Hoang village, hopes that the city and locality will survey and make a comprehensive assessment to overcome the prolonged flooding situation.
Many opinions assert that the recent prolonged floods have caused heavy damage, seriously affecting people's lives. Many roads that people contributed to build under the new rural program still need support from higher levels to be upgraded and concreted.
Commune voters also recommended that the city pay attention to investing in dredging and reinforcing the two banks of Nang market, an important project to help regulate floods, protect about 200 hectares of cultivated land and more than 1,000 households.
In addition to the leaders of Dan Dien commune specifically answering each issue of concern to voters, Mr. Hoang Dang Khoa, member of the City Party Committee, Editor-in-Chief of Hue Newspaper, Radio and Television, requested the local government and villages, departments and offices of Dan Dien commune to synthesize each group of content to propose to the City People's Council, city leaders, relevant units, departments and branches of the city to calculate the overall upgrade of the irrigation system and agricultural infrastructure.
Mr. Hoang Dang Khoa emphasized that he personally has also proposed and recommended specific solutions to deal with floods in Dan Dien commune and the whole city; including funding sources and ways to reduce floods every time the rainy season comes. He also emphasized policies to support people in natural disasters and invest systematically to deal with floods.
Phong Quang has more than 16 opinions sent to the City People's Council.
In Phong Quang ward, Delegation Group No. 2 chaired the conference by Mr. Nguyen Dinh Duc, Director of the Department of Agriculture and Environment, and Mr. Hoang Phu, Deputy Head of the Economic - Budget Committee of the City People's Council. Voters agreed with the results of socio-economic development in 2025 and the direction for 2026 of the city; at the same time, highly appreciated the acceptance of recommendations from previous meetings.

There were 16 comments sent to the delegation, focusing on many areas: inter-regional infrastructure investment to serve economic and tourism development; construction of Vinh Tu bridge; solutions to cope with floods in the downstream area; upgrading the administrative infrastructure system; support for the construction of cultural houses for residential groups; handling errors in land use right certificates; overcoming sea erosion in coastal areas.
In addition, voters proposed upgrading Provincial Road 22, installing cameras at flooded areas to connect with the Hue-S platform; supplementing construction sand sources; increasing equipment and human resources for commune health stations; supporting electricity for aquaculture areas; planning cemetery land and having policies for teachers who teach far from lagoons and coastal areas.
On behalf of the delegation, Mr. Nguyen Dinh Duc thanked the enthusiastic opinions and directly answered many contents and committed to fully summarize them to submit to the City People's Council and People's Committee for consideration at the upcoming 11th Session.
