Secretary Tran Luu Quang: We must frankly ask where Ho Chi Minh City stands.

(Dan Tri) - At the 1st Ho Chi Minh City Party Congress, Secretary Tran Luu Quang expressed his concern about the city's position and role internationally, people's living standards and income, and promoting the local potential.

On the morning of October 14, the opening session of the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, took place. The Congress was attended by General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, Chairman of the National Assembly Tran Thanh Man , Standing member of the Secretariat Tran Cam Tu, and leaders and former leaders of the Party, State, Government, National Assembly and Ho Chi Minh City through the periods.

Speaking at the opening of the Congress, Secretary of the Ho Chi Minh City Party Committee Tran Luu Quang said that the 1st Congress of the Ho Chi Minh City Party Committee, term 2025-2030, is a particularly significant event, marking a historic turning point when Ho Chi Minh City merged with Binh Duong and Ba Ria - Vung Tau provinces, forming the largest urban - industrial - seaport - creative area in the country and the region.

"This is a strategic decision of the Party and State, demonstrating the long-term vision and aspiration to build a new driving force center of the whole country, a historic step, opening a new era of development. The goal is for Ho Chi Minh City, Binh Duong , and Ba Ria - Vung Tau to integrate into a new development space," said the Secretary of the Ho Chi Minh City Party Committee.

Secretary Tran Luu Quang shared that when implementing the revolution of streamlining the organization, rearranging administrative units, ensuring effective and efficient operations and operating the two-level local government model, Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau were merged into a unified development entity.

"From the tradition of "sharing the same river, sharing the same destiny" of the three localities closely linked throughout history. Up to now, "mountains connected to mountains, rivers connected to rivers, seas connected to seas" has created a new development space, a new source and driving force, a new resonance strength, opening a period of development with greater stature, scale, position and aspirations", Mr. Tran Luu Quang affirmed.

The Secretary of the Ho Chi Minh City Party Committee emphasized that this Congress has two important tasks. In particular, the city needs to review and comprehensively evaluate the implementation of the Congress Resolution for the 2020-2025 term, deeply review the responsibilities of the current Executive Committee, determine the directions, goals, and tasks of Party building and socio-economic development for the 2025-2030 period and the following terms, in accordance with the characteristics of the two-level local government model.

In addition, delegates need to discuss and contribute with enthusiasm, intelligence and high responsibility to the documents prepared by the Central Executive Committee for the 14th National Party Congress.

The leaders of the Ho Chi Minh City Party Committee also pointed out that in the past term, besides outstanding achievements, the process of leadership, direction and organization of the implementation of the Resolution of the Party Congress for the 2020-2025 term still had shortcomings and limitations that needed to be promptly overcome.

"We are not complacent with the results we have achieved, nor are we satisfied with ourselves, but must frankly ask ourselves where Ho Chi Minh City stands in relation to development with major regional and international centers; whether the city's potential, advantages, resources, identity and traditions have been promoted appropriately; and whether the people's living standards, income and happiness have truly become a measure of development," said Secretary Tran Luu Quang.

From there, the city needs to draw profound lessons, clearly define goals, tasks, solutions and major decisions to develop quickly and sustainably, worthy of the Central Government's expectations and the people's trust.

"Ho Chi Minh City was heroic in the resistance war, dynamic in innovation, creative in integration, and will rise even stronger in the new era. That is the burning aspiration and responsible commitment of the entire Party Committee, of each cadre, party member, soldier and people of the city today, with future generations," Secretary Tran Luu Quang expressed.
