Strong changes in ethnic minority and mountainous areas

Over the past 5 years, if we take the milestone from the 3rd Provincial Congress of Ethnic Minorities in 2019 to the 4th Provincial Congress of Ethnic Minorities in 2024, it will not be difficult to see that the implementation of ethnic affairs (CTDT) and ethnic policies (CSDT) nationwide has had many proud changes. In particular, the most exciting thing is the strong change in the lives of ethnic minorities.

According to records in Thua Thien Hue province, 5 years ago, the Resolution of the 3rd Provincial Congress of Ethnic Minorities (2019) set a goal of striving to reduce the poverty rate in ethnic minority areas by an average of 2-3% per year; the average annual income per capita reaches 40-42 million VND; maintaining the rate of 95% of ethnic minorities participating in health insurance and mobilizing 98% of students at all levels who are ethnic minority children to go to school...

The 4th Congress of Ethnic Minorities at District and Provincial Levels in 2024 is a broad political activity, affirming the deep concern of the Party and State for ethnic minority areas and recognizing the contributions of ethnic minorities in the cause of national construction and defense; thereby continuing to strengthen trust and spread typical examples. According to the plan, the Provincial Congress of Ethnic Minorities will be completed in November 2024.

To achieve these goals, Thua Thien Hue province has promoted the implementation of programs, policies, etc. In particular, the National Target Program for Socio-Economic Development of Ethnic Minorities and Mountainous Areas (National Target Program 1719) with large investment sources has contributed to the comprehensive development of ethnic minority areas in Thua Thien Hue. Specifically, in the period of 2022 - 2024, National Target Program 1719 has allocated a capital of 624,314 billion VND. This is a great resource for ethnic minority and mountainous areas in Thua Thien Hue to develop strongly.

Thanks to that, by the end of the 2019-2024 period, the lives of ethnic minorities have improved significantly. The average poverty rate among ethnic minorities has decreased by 7-9% per year (exceeding the set target of 2-3%/year). The rate of ethnic minorities participating in health insurance has been maintained at 95%; the rate of mobilizing students at all levels to go to school has reached 98%...

Similarly, at the recent Congress of Ethnic Minorities in Tuyen Quang Province (September 9), it was shown that after 5 years of implementing the Resolution of the 3rd Provincial Congress of Ethnic Minorities (2019), the CTDT and CSDT have been implemented by Party committees and authorities from the province to the grassroots level. The CTDT agencies in the locality have been gradually consolidated and improved. Up to now, the number of communes with asphalted or concreted roads to the center has increased from 134 communes in 2019 to 138 communes in 2024, reaching 100%; the rate of households using the national grid and other power sources has reached over 99.9%...

At the 4th Congress of Ethnic Minorities in Tuyen Quang Province in 2024, Member of the Party Central Committee, Minister, Chairman of the Ethnic Minorities Committee Hau A Lenh awarded Certificates of Merit to individuals with outstanding achievements in ethnic work.

Accordingly, the lives of ethnic minorities in the province have been improved. The average income per capita reached over 56 million VND/person/year, especially the poverty rate of ethnic minorities decreased by an average of 7.6%/year; support for renovating and repairing houses, reaching more than 120% of the plan for the entire period of 2021 - 2025, exceeding the target set by the 3rd Congress of Ethnic Minorities...

Through that, it can be seen that the changes in the effectiveness of CTDT and CSDT in the past 5 years are very large and clear.

Strengthening solidarity to build a rich and beautiful homeland

It can be affirmed that each Congress of ethnic minorities at all levels is itself an event of profound political and social significance; a special symbol of the great solidarity and close bond between the Vietnamese ethnic groups, always standing side by side to strive to build an increasingly prosperous and beautiful homeland.

At the 4th Congress of Ethnic Minorities in Soc Trang Province on August 18, 2024, Member of the Party Central Committee, Minister, Chairman of the Ethnic Minorities Committee Hau A Lenh emphasized that through 3 congresses at the provincial and district levels, nationwide, individuals who are typical prestigious people, typical collectives have been awarded Certificates of Merit, Certificates of Merit and Commemorative Medals for the development of Vietnamese ethnic groups by the Prime Minister; Minister, Chairman of the Ethnic Minorities Committee; Chairman of the Provincial People's Committee; Chairman of the District People's Committee for the development of ethnic minorities... This is a worthy recognition, honor and commendation for collectives and individuals who have made many contributions in ethnic minority and mountainous areas in the cause of national construction and defense.

And then, through the 4th Provincial Ethnic Minority Congresses across the country that have been successfully held in recent times, along with that well-deserved honor, all outstanding representatives of the ethnic groups have shown a determination, unanimously united to build the homeland. The Resolution Letters of the Provincial Ethnic Minority Congresses for the period 2024 - 2029 continue to be passed with specific goals, at a new height, suitable for the new situation with a stronger new internal strength...

Then, after each Congress, each outstanding ethnic minority delegate will be a shining example for the people and community to follow, a positive nucleus to spread, inspire, build a stronger great solidarity bloc of ethnic groups, contributing to building a more prosperous and civilized homeland...

The great national unity bloc is increasingly strong thanks to the "glue" of the prestigious person.
