In order to promote the advantages of the Hoanh Mo - Dong Van Border Gate Economic Zone (EZ), in recent times, Binh Lieu district has been prioritizing investment and completing infrastructure projects at the border gate. Thereby, creating a spillover effect to attract investment, promote regional connectivity, and create an open and favorable environment for organizations and individuals to participate in import-export business activities through the area.
The Hoanh Mo Border Gate Economic Zone Technical Infrastructure Project Phase II is one of the key projects that Binh Lieu district has focused on implementing in recent times. The project investor is the Binh Lieu District Construction Investment Project Management Board. The project started construction in May 2024, with a total investment of VND 240 billion, including the following items: Construction of 3 traffic routes with a total length of 5.2km, along with drainage systems, lighting, sidewalks, trees, etc. When completed, it will contribute to creating a flexible traffic network, connecting the main road with the Logistics Area and neighboring areas, thereby gradually completing the synchronous infrastructure invested in previous phases.
Mr. Tran Thanh Binh, technical expert, Binh Lieu District Construction Investment Project Management Board, said: Since the beginning of construction, despite difficulties due to the impact of heavy rain, the investor and contractors have had many solutions to overcome them. Currently, taking advantage of favorable weather, we are urging contractors to concentrate equipment, machinery, vehicles, and human resources to construct project items. We are determined to "overcome the sun, overcome the rain" and strive to complete the project according to the plan by the end of 2025.
Along with that, to continue promoting the strengths and advantages of the Hoanh Mo - Dong Van border gate economic zone, especially after announcing the bilateral border gate pair Hoanh Mo (Vietnam) - Dong Trung (China), Binh Lieu district is also actively promoting investment attraction, completing the technical infrastructure system of the border gate economic zone. From there, creating an open environment, attracting organizations and individuals to participate in import-export business activities. Currently, the district is focusing on implementing procedures to soon promote the project of the Cargo Warehouse Area at Hoanh Mo border gate. The project has a total area of over 6.5 hectares, with an expected capacity of receiving 5-10 million tons of goods/year. Up to this point, the project has completed the site clearance work and is carrying out the next steps according to regulations. Along with that, the district is also urgently implementing processes and procedures and focusing on completing the Logistics Center at the Hoanh Mo - Dong Van Border Gate Economic Zone with a scale of 20-30 hectares, meeting the traffic volume of about 400 cars carrying import and export goods to complete procedures at the border gate.
Mr. Pham Duc Thang, Chairman of Binh Lieu District People's Committee, said: In the coming time, Binh Lieu District will continue to promote the implementation of mechanisms, policies, and infrastructure investment to promote the effectiveness of import and export activities through Hoanh Mo border gate. At the same time, strengthen the implementation of the review and urging of contractors to speed up the construction progress of projects, promote the implementation of construction supervision, acceptance and early handover of works, to put into use to ensure quality and progress. Thereby, contributing to promoting the district's budget collection activities and solving employment, developing services; promoting the transformation of the socio-economic structure of the border area of Binh Lieu and the North of Quang Ninh province.
With a focus on infrastructure investment for border economic development, each year Binh Lieu has more than 60 enterprises operating import-export trade through Hoanh Mo border gate. The total import-export turnover through the Hoanh Mo - Dong Trung border gate pair reaches an average of over 80 million USD/year. In the first 7 months of 2024 alone, the total import-export turnover of goods through the district reached 67.11 million USD, equal to 65.8% of the plan, up 29.01% over the same period; of which, imports reached 41.05 million USD, equal to 76.03% of the plan, down 12.72% over the same period in 2023; Exports reached 26.05 million USD, equal to 54.29% of the plan, up 422.95% over the same period in 2023. Total state budget revenue in the area by July 15, 2024 reached over 107.7 billion VND, equal to 62.6% of the estimate, equal to 145.59% of the same period in 2023.
