Colonel Hoang Van Ky, Deputy Commander, Chief of Staff of Lai Chau Provincial Military Command attended and directed the training course. Attending the training course were representatives of leaders of departments, offices, agencies and units under the Provincial Military Command, along with 38 trainees who are Commanders of Commune-level Military Commands throughout Lai Chau province.

During the two days of August 25 and 26, the trainees studied, researched and exchanged the following contents: Instructions on bookkeeping activities of the Commander of the Commune-level Military Command and Party and Political activities of the Commune-level Military Command; unifying the procedures for military recruitment and enrollment; registration, management and arrangement of reserve soldiers and reserve technical equipment; contents and methods of developing defensive combat plans, commune-level disaster prevention and rescue plans, combat plans to protect agencies and units; members of the People's Air Defense Steering Committee, instructions on developing commune-level People's Air Defense plans; functions, tasks, powers and working relationships of the Commune-level Military Command; militia and self-defense work, national defense and security education; logistics management; management and use of weapons and ammunition, etc.

Speaking at the training course, Colonel Hoang Van Ky, Deputy Commander and Chief of Staff of Lai Chau Provincial Military Command, acknowledged the preparation work of the training course and praised the sense of responsibility of the staff participating in the training.

At the same time, students are required to strictly comply with the regulations of the class; promote a sense of responsibility, actively study and effectively apply knowledge into practice, improve the quality of advice for local Party committees and authorities; strictly manage and preserve weapons and equipment; build regular units, consolidate defense areas; carefully prepare for drills and perform well local military and defense tasks, thereby contributing to improving the overall quality and combat strength of local armed forces.
