The fund was established at the central level to mobilize social resources to support the reduction of road traffic accident damage.
Create a legal basis to implement support for victims and relatives
The Fund is formed from financial support, aid, and voluntary contributions from domestic and foreign organizations and individuals; and from other sources as prescribed by law.
The Fund is given priority for spending on activities to support victims and families of victims caused by road traffic accidents.
The fund's operating principles are not for profit and must be managed and used for the right purposes, in accordance with the law, promptly, effectively, and ensure publicity and transparency.
The draft proposes that the Government regulate the establishment, management and use of funds.
Explaining further this content, the Ministry of Public Security stated that the 2008 Road Traffic Law does not have specific regulations on handling road traffic accidents, especially regulations on funds.
When a road traffic accident occurs, there is damage to people and property. If there is no fund to minimize the consequences of this damage, it will cause the victims, their relatives and families to have more burdens, and may even lead to economic exhaustion and mental instability.
Most of the victims in the accidents are people of working age, the main source of income for their families.
Therefore, their families not only lose their main source of income but also have to pay for medicine, treatment or repair of property damage, loss of means of transportation, production, business, etc., thereby increasing the burden on society.
According to the Ministry of Public Security, the fund stipulated in the law will create a strong and clear legal basis to support victims of road traffic accidents.
Support forces involved in ensuring order and safety of road traffic, support construction of works and equipment to prevent and limit losses and damages caused by traffic accidents, and overcome the consequences of accidents...
When there is a fund, the budget for minimizing damage caused by road traffic accidents will be a socialized financial source to quickly and promptly resolve, overcome to the maximum, and minimize the damage caused by road traffic accidents...
Ensure clear fund principles, no spending overlaps with budget spending
The Standing Committee of the National Defense and Security Committee believes that the establishment of the fund is suitable for practical needs when many organizations and individuals at home and abroad want to share, help, and contribute to minimizing the damage caused by traffic accidents to people and society.
The fund's main source of funding is socialized finance, mobilizing maximum resources and promoting the solidarity and sharing of the whole society to provide spiritual and material support to those who are unfortunate victims of traffic accidents, their relatives, families... to quickly stabilize and return to normal life.
The purpose of establishing the fund is to support victims and their families caused by accidents, and to support forces involved in ensuring traffic safety and order without receiving salaries from the state budget.
