On June 26-27, more than 1.1 million candidates completed the 2025 high school graduation exam. The two exams, Math and English, were rated by students as “much more difficult” than the sample exam previously announced by the Ministry of Education and Training. Some candidates even burst into tears as soon as they left the exam room, complaining that “the Math exam was as long as the Literature exam.”
Not only candidates, teachers also assessed this year's exam as challenging for students. For example, in the Math exam, according to teachers, there were short answers that were relatively difficult for students, because they focused on mathematical thinking and mathematical modeling.
Regarding the English test, the teacher said that the test was too long, and “processing these 40 questions in 50 minutes is a challenge for good students”.
Faced with difficult exam questions, many people worry that this will go against the policy of "organizing an easy exam".

Regarding this, Professor Nguyen Ngoc Ha, Deputy Director of the Department of Quality Management, Ministry of Education and Training, said that 2025 is the first year that the exam questions are designed in the direction of assessing competencies. The structure and format of the exam questions have completely changed compared to the previous year, especially the group of subjects other than Foreign Languages. Perhaps the new features of the exam questions have confused candidates.
However, as it is also the first year of change, the National Steering Committee for the High School Graduation Exam has discussed and thoroughly understood that this change is not sudden, including the difficulty level. To implement this, early on, the Ministry of Education and Training issued the structure, format of the exam, and reference questions to help students get used to the structure and format. Teachers are also familiar with the orientation and are able to review how the competency assessment exam is presented.
In addition, before the exam council started working, the Ministry of Education and Training organized a large-scale test of the exam in all three regions, essentially to assess students' abilities in order to adjust the difficulty of the exam.
All data on the test testing, especially the score distribution, has been thoroughly discussed among the test-making groups.
"Thus, when talking about difficulty, we must talk about the format structure and whether the exam closely follows the published reference exam," said Professor Nguyen Ngoc Ha.
Mr. Nguyen Ngoc Ha added that he will consider the feedback on the difficulty of this year's Math and English exams, but a specific assessment will have to wait for the results after the exam marking process is completed.
Deputy Minister of Education and Training Pham Ngoc Thuong said that many people complained that the exam was difficult and worried that this year's average score would not be as high as previous years in some subjects. But let's ask the question, if many students got 9s, 10s, or even 8s but that was not their real ability but because the exam was easy, would they be happy? If they got 6s or 7s but that was their real ability, they would still have the next steps to maturity and could still enter university or college, then they would be happier.
