Recorded on the morning of June 28, at the old Phu Lam Ward People's Committee (arranged as the headquarters of the People's Council and the new Phu Luong Ward People's Committee), although it was Saturday morning, many people still came to do administrative procedures at the "one-stop" department.
All files are received by ward officials and civil servants, who guide citizens to complete them and return the results immediately. From July 1, 2025, this "one-stop" department will be arranged into the Phu Luong Ward Public Administration Service Point (new).
Meanwhile, at the end of the afternoon of June 28, although having to concentrate on transferring documents, arranging furniture and working equipment to prepare for receiving new work in the two-level local government model, the reception, processing and return of results to people and businesses at the "one-stop" department of Phu Luong ward (old) still operated normally.
From July 1, the old Phu Luong Ward People's Committee headquarters will be arranged as the headquarters of the Party Committee, the Fatherland Front Committee (FFC) and organizations and unions of the new Phu Luong Ward.
The representative of Phu Luong ward (new) said that the "one-stop" department under the previous three-level local government model received and resolved 171 administrative procedures. Now, under the two-level local government model, the ward level will receive an additional 64 procedures from the city level and 267 procedures transferred from the district and county levels, bringing the total number of administrative procedures performed at the Public Administration Service Point received by the ward from July 1 to more than 500 procedures. In order for this department to not be interrupted in serving the people, the ward has arranged sufficient personnel and equipment to be able to start working immediately from July 1, 2025.
While the "one-stop" department still maintains its service to serve people coming to do administrative procedures, at the ward's offices and departments, the work of cleaning, arranging tables and chairs, and installing furniture and equipment is also being carried out urgently and quickly.
Chairwoman of Phu Lam Ward People's Committee Nguyen Thi Thinh said that the ward has gathered all cadres, civil servants and employees of the new ward, mobilized human resources in residential groups and militia to prepare the physical facilities for the offices to be ready for the two-level government apparatus to officially operate. According to the plan, on June 29, the ward will complete all the arrangements for physical facilities and working equipment, ready for the operation of the two-level local government.
Also in the exciting atmosphere, accompanying the government in implementing the new government model, the ward's women's association members also actively participated in cleaning the environment, decorating flower beds and trees, to join hands to contribute to making a festival for all people - the day the two-level local government model comes into operation from July 1, 2025.
Ms. Bui Thi Thanh Phuong, a member of the Women's Union of Phu Luong Ward, was cleaning and decorating trees near the gate of the ward People's Committee headquarters while excitedly saying that, towards the day the two-level local government model comes into operation, the women's union members of the ward have assigned and advised each other to clean up the environment so that July 1st is truly meaningful and memorable.
"We hope and believe that the two-level local government model, when put into operation, will be a government model that is close to the people, serving the people," said Ms. Bui Thi Thanh Phuong.
