Ministry of Education and Training requests to overcome the situation of 'early admission causing unfairness' from 2025

The above content was emphasized by the Ministry of Education and Training in the plan and tasks for the 2024-2025 school year for university and pedagogical college education recently sent to schools.

Accordingly, the Ministry of Education and Training requires universities to focus on perfecting their development strategies, perfecting their organizational structure, and mobilizing all resources to improve university governance capacity. At the same time, they must strengthen conditions to ensureeducational quality, perfect and develop internal quality assurance systems. Universities need to improve their performance indicators to fully meet the criteria of university standards.

At the same time, schools strongly innovate training programs and methods associated with strengthening management, improving the quality of human resource training and scientific research capacity, innovation, especially in key fields and industries according to the development orientation of regions and localities.

The Ministry recommends that schools increase the application of digital technology, especially artificial intelligence, throughout the university education system, in conjunction with administrative reform, innovation in school management and administration, innovation in teaching and learning methods, testing and assessment, creating positive impacts on general education innovation.

In particular, schools need to promote training, fostering, attracting and developing a team of highly qualified lecturers, scientists and leading experts, especially in a number of key, important and high-tech industries and fields...

From the above key tasks, the Ministry of Education and Training requires training institutions to perfect their development strategies, consolidate their organizational apparatus, improve their management capacity, and promote university autonomy in accordance with the Party's guidelines and the State's policies and laws.

"Complete enrollment work in 2024 in accordance with regulations; complete enrollment methods from 2025 to ensure quality and fairness, meeting the requirements of innovation in general education programs and methods," the Ministry of Education and Training stated.

The Ministry of Education and Training also requested schools to complete and promptly announce admission methods from 2025 onwards, thoroughly overcoming the problem of unfairness and lack of trust in admission methods and criteria; ensuring consistency with the new general education program, while having a positive impact on teaching and learning activities in general education.

Schools need to innovate and modernize their training programs and methods to better meet the labor market’s demand for high-quality human resources and the diverse learning needs of learners in the new context. This will help promote scientific research, technological development and innovation associated with high-level training and improve the capacity of teaching staff, focusing on quality and social impact.

In the document, the Ministry of Education and Training also emphasized the need to increase scientific publications in prestigious national and international journals, promote registration of intellectual property rights associated with training, especially doctoral training; plan a system of laboratories and research centers associated with research groups, specialized units in single and multidisciplinary fields.

Ensure adequate funding from tuition fees for scientific, technological and innovative activities of students, permanent lecturers and development of scientific and technological potential of higher education institutions.

Previously, Deputy Minister of Education and Training Hoang Minh Son assessed that it was "unfair" when schools announced their admission quotas early, creating a certain level of illusion, making it difficult to have a basis for verification.

For example, he said that a school had 100 quotas and set 60 for early admission, but he did not know the basis for the number 60. Another situation was that the school had not predicted the virtual ratio, so even though it only had 100 quotas, it announced early admission of 200 to make up for the loss. In the end, the school recruited all 100 by the early admission method, leading to no more quotas for other methods.

"This has been a very painful phenomenon in recent years, appearing not only in one but many schools, leading to some schools having actual enrollment numbers that far exceed their targets. Schools are allowed to be autonomous but that does not mean they are free," he affirmed.

In the coming time, the Ministry will have a separate topic to discuss early admission to make adjustments from 2025.

Associate Professor Dr. Tran Thien Phuc, Vice Principal of Ho Chi Minh City University of Technology, Vietnam National University, also proposed to eliminate the early admission method from 2025 onwards.

According to him, many schools currently consider admissions before the end of the school year, and candidates have not yet completed the high school program. After that, some counselors advise candidates to put their wish to pass early at the top when registering for general admission. "Although they know it is wrong, they still advise candidates, leading to unfairness and losing opportunities for candidates," said Mr. Phuc.

Mr. Phuc also said that offering many admission methods and then dividing different percentages for each method is baseless, causing unfairness for candidates applying for admission using different methods.
