The Ministry of Education and Training has just issued an official dispatch on the implementation of tasks for the 2024-2025 school year for universities and pedagogical colleges.

Early announcement of admission methods from 2025 onwards

To carry out the tasks of the new school year, the Ministry of Education and Training requires training institutions to complete the 2024 enrollment work according to the general plan, ensuring the implementation of the targets and methods announced in the project, in accordance with the regulations of the Ministry of Education and Training and the training institutions.

Educational institutions must complete and promptly announce admission methods from 2025 onwards, thoroughly overcoming the problem of unfairness and lack of trust in admission methods and criteria. They must ensure consistency with the 2018 General Education Program, and at the same time have a positive impact on teaching and learning activities in general education.

For training institutions with teacher training majors, the Ministry requires training institutions to proactively work with the People's Committees of provinces and centrally run cities and propose to the direct management agency on assigning training tasks and registering enrollment targets according to the instructions of the Ministry of Education and Training, to effectively implement Decree No. 71/2020/ND-CP and Decree No. 116/2020/ND-CP of the Government.

Must attract and retain teaching staff

The Ministry of Education and Training requires educational institutions to complete the development strategy and planning of each training institution in the new period. At the same time, streamline the organizational structure, reduce the number of focal points and intermediate management levels in training institutions, and strengthen decentralization of management. Implement the position of Party Secretary concurrently as Chairman of the school council and public university council.

In particular, training institutions strengthen training, attract and develop teaching staff, especially for STEM and other key fields. Focus on training and improving core competencies for lecturers.

Develop a working regime, evaluate and reward lecturers according to their qualifications, abilities, job positions and work performance to attract, retain and develop a team of good lecturers, especially in industries that compete strongly with the industrial sector in attracting talent.

Pedagogical schools focus on training new high-quality educational human resources, while prioritizing capacity building activities for teachers and educational managers towards standardization, meeting the requirements of educational innovation.

Besides, educational institutions need to innovate and modernize training programs and methods to better meet the labor market's demand for high-quality human resources and the diverse learning needs of learners in the new context.

Develop and implement science and technology plans, focusing on developing and implementing priority research activities associated with the training institutions' strong fields and sectors, closely following the national strategy for science, technology and innovation development.

Increase scientific publication in prestigious national and international journals, promote registration of intellectual property protection associated with training, especially doctoral training.

Improve the effectiveness of quality management at training institutions, fully implement accountability associated with strengthening inspection, examination and supervision.
