Circular 19 stipulates that there are 5 forms of commendation, including: Commendation in front of the class; Commendation in front of the whole school; Certificate of Merit from the principal; Letter of Merit; Other forms of commendation and rewards. Violations for disciplinary consideration include prohibited acts for students in educational institutions as prescribed in the Law on Education and violations of regulations of the school and competent state agencies. Educational institution managers, teachers and staff shall determine the level of violation based on the nature and consequences of the violation.
For primary school students there are two disciplinary measures: Warning and request for apology.
For students at other levels, there are three disciplinary measures: Warning; criticism; request to write a self-criticism.

The Circular also regulates activities to support the correction of violations: Advise and encourage students to self-aware of violations and ways to correct them. Monitor, advise and support students who violate during the process of correcting violations.
The Ministry of Education and Training said that the goal of discipline is to prevent and stop students from making mistakes, and at the same time help them realize their mistakes so that they can self-correct and overcome the consequences, thereby forming positive habits and lifestyles. Discipline must be based on the principles of ensuring initiative, positivity, objectivity, no prejudice, and appropriateness to the psychological characteristics and the right to participate of students. Schools must not use disciplinary measures that are violent, insulting to the dignity and honor, and affect the physical and mental health of students.
Thus, with the provisions in Circular 19, students who violate discipline will be warned, criticized or write a self-criticism, instead of the most severe being suspended from school for 1 week or 1 year as at present. The Circular will take effect from October 31, replacing Circular No. 08 issued in 1988 by the Ministry of Education and Training guiding on rewards and disciplinary action for students in general schools.
