The Ministry of Science and Technology promotes the implementation of Resolution 57-NQ/TW, creating clear changes in the development of science, technology, innovation and digital transformation.

Along with the implementation of the Law on Science, Technology and Innovation, in recent times, the Ministry of Science and Technology (MOST) has proactively and resolutely organized the implementation of Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation (ST) and national digital transformation (DDT), achieving many outstanding results.

Minister of Science and Technology Nguyen Manh Hung presented the Draft Law on amending and supplementing a number of articles of the Draft Law on Technology Transfer at the 50th session of the National Assembly Standing Committee.

Immediately after Resolution 57-NQ/TW was issued, the Ministry of Science and Technology, as the Standing Agency of the Government 's Steering Committee on Science, Technology, Innovation and Digital Transformation Development and Project 06, synchronously deployed tasks according to Resolution 71/NQ-CP, Plan No. 02-KH/BCĐTW and the conclusions of the Central Steering Committee on Science, Technology, Innovation and Digital Transformation Development. After 9 months of implementation, especially in the third quarter of 2025, the work of developing Science, Technology, Innovation and Digital Transformation has had positive changes, achieving very important results.

Institutions and policies are perfected, creating a synchronous legal corridor.

The work of building and perfecting institutions and policies has been promoted by the Ministry of Science and Technology, removing many inherent bottlenecks, creating a unified and modern legal corridor for the development of science, technology and innovation.

The Ministry of Science and Technology has submitted to the National Assembly for approval five draft laws at the 9th Session, including: Law on Science, Technology and Innovation; Law on Digital Technology Industry; Law on Atomic Energy (amended); Law on amending and supplementing a number of articles of the Law on Product and Goods Quality; Law on amending and supplementing a number of articles of the Law on Standards and Technical Regulations.

Notably, the Law on Science, Technology and Innovation for the first time puts "innovation" on par with science and technology, creating a legal basis to mobilize the whole society to participate in innovation activities.

At the same time, the Ministry of Science and Technology is presiding over the drafting of five new laws to be submitted to the National Assembly at the 10th Session, including: Law on Artificial Intelligence; Law on Digital Transformation; Law on amending and supplementing the Law on Intellectual Property; Law on amending and supplementing the Law on Technology Transfer; Law on High Technology (amended).

According to Decision No. 1131/QD-TTg dated June 12, 2025, the Ministry of Science and Technology has identified 11 technology groups and 35 national strategic products, and submitted to the Prime Minister for approval the National Science, Technology and Innovation Program to be deployed in 2025 for 4 priority product groups: (i) Large language models and Vietnamese virtual assistants, AI cameras, mobile robots; (ii) 5G devices and systems; (iii) Blockchain infrastructure and traceability applications, encrypted assets; (iv) Civil UAVs.

The remaining programs in the group of 11 strategic technologies will be completed and submitted to the Prime Minister in December 2025.

In the field of digital transformation, the Ministry of Science and Technology has issued a list of 84 national digital platforms, of which 21 platforms have been put into operation, serving two-level e-government and 100% of group A public services have been implemented throughout the process.

In particular, the National Digital Architecture Framework has been issued, which is the basis for ministries, branches and localities to build their own digital architecture, ensuring data synchronization and connectivity, avoiding duplicate and wasteful investments and laying the foundation for the operation of Digital Government - Digital Economy - Digital Society - Digital Citizens.

National Science and Technology Exchange on Techmart Vietnam platform (https://techmartvietnam.vn)

On June 30, 2025, the Ministry of Science and Technology officially launched the National Science and Technology Exchange on the Techmart Vietnam platform (https://techmartvietnam.vn), with a physical space at 24 Ly Thuong Kiet, Hanoi. The exchange is a breakthrough in perfecting the science and technology market institution, promoting the application, transfer and commercialization of research results, contributing to improving productivity, quality and competitiveness of the economy.

In August 2025, the National Initiative Portal on Science, Technology, Innovation and Digital Transformation (https://sangkien.gov.vn) was launched, allowing people to log in via VNeID and submit initiatives online, contributing to unlocking social resources and promoting community initiatives.

Expanding international cooperation, mobilizing global resources

In recent times, the Ministry of Science and Technology has proactively promoted international cooperation in the fields of science, technology, innovation and digital transformation, signed 17 new cooperation commitments and agreements, including 01 Government-level agreement and 16 memorandums of understanding with strategic partners, expanded the cooperation network and attracted international resources to serve the development of national science and technology.

In the coming time, the Ministry of Science and Technology will continue to closely coordinate with ministries, branches and localities to: Focus on deploying priority strategic technologies according to the orientation of the Party and State; Build and complete technical and technological infrastructure, creating a solid foundation for the development of high-tech industry; Develop high-quality human resources, meeting the requirements for effective implementation of Resolution 57-NQ/TW.

The proactive and synchronous implementation of Resolution 57-NQ/TW by the Ministry of Science and Technology has helped clearly shape the national model of science, technology, innovation and digital transformation development, contributing to promoting growth, improving competitiveness and ensuring technological autonomy of the country in the new period./.
