The workshop was chaired by Deputy Minister of Foreign Affairs , Chairman of the Committee for Foreign Non-Governmental Organizations Ngo Le Van, with nearly 200 domestic delegates and nearly 100 foreign non-governmental organizations in attendance.
In his opening remarks, Deputy Minister Ngo Le Van said that Vietnam currently has relations with about 1,200 foreign non -governmental organizations, of which more than 500 are regularly active, supporting about 3,000 programs and projects each year. Management practices show that there are still some problems in storing, sharing information and administrative procedures.

The Deputy Minister affirmed that the management and updating of the situation and information of foreign non-governmental organizations are still limited, not yet digitized, and there is no centralized database system. Meanwhile, the nature of the work is interdisciplinary, and management agencies need to share multi-dimensional information. The process of handling administrative procedures is still slow, partly because online administrative procedures have not been applied.
Emphasizing the role of digital transformation and administrative procedure reform, Deputy Minister Ngo Le Van said that the Ministry of Foreign Affairs has actively invested resources in policies, apparatus, personnel and budget to build databases and online public services, including procedures related to foreign non-governmental organizations in Vietnam.
With the motto of action " Building economic diplomacy to serve development, taking people, localities and businesses as the center of service", under the direction of Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son, the Ministry of Foreign Affairs regularly reviews and advises the Government to perfect the legal framework, further simplify administrative procedures, promote coordination mechanisms and information sharing between ministries, branches, localities and foreign non-governmental organizations, actively promote digital transformation, deploy the construction of databases and related public services in the electronic environment.
The priority goal of the Ministry of Foreign Affairs is to improve transparency, service quality, save time and costs, and strengthen state management of foreign non-governmental work, in line with the National Digital Transformation Program to 2025, with a vision to 2030 approved by the Prime Minister.

The workshop was organized for the first time by the Ministry of Foreign Affairs to comprehensively assess the reform of administrative procedures related to foreign non-governmental activities at the central, local and international organizations levels.
As a state management agency in this field, the Ministry of Foreign Affairs shares the progress of building databases and online public services and listens to comments from relevant parties, thereby proposing solutions to improve the effectiveness of management and support for foreign non-governmental activities in the coming time.

Deputy Minister Ngo Le Van highly appreciated the effective contributions of the above organizations in supporting development and humanitarian aid in Vietnam; at the same time, he requested the organizations to comply with the law and closely coordinate with functional agencies and localities in the process of implementing activities.
At the Conference, in addition to the report of the Department of Foreign Affairs and Cultural Diplomacy (Ministry of Foreign Affairs), Central delegates and foreign non-governmental organizations frankly discussed the need for digital transformation, assessed the process of handling administrative procedures, pointed out difficulties and obstacles, and proposed many specific recommendations to improve the quality of administrative reform.

At the end of the workshop, representatives of ministries, sectors, localities and foreign non-governmental organizations expressed their belief that the construction of databases and online public services will contribute to improving the efficiency of registration and management of this activity in Vietnam.
