After a long period of widespread implementation across the country, Vietnam's digital transformation has entered its 5th year, a pivotal year of special importance. 2024 is the year of digital economic development with the pillars of IT industry, digitalization of economic sectors, digital governance, digital data, an important driving force for rapid and sustainable social development.

In recent times, digital transformation activities nationwide have been taking place strongly, drastically and bringing more substantial results to the people with the Ministry of Home Affairs taking digital transformation and developing the digital economy and digital society as important tasks of the sector, in which promoting information and communication work to raise awareness and responsibility of leaders, cadres, civil servants and public employees of units under the Ministry on digital transformation on the Electronic Information Portal and through Zalo OA channel, organizing training courses, fostering knowledge on digital transformation for cadres, civil servants and public employees, combining traditional training methods and through digital technology platforms, especially the Massive Open Online Learning Platform (MOOC). Strengthening international cooperation on digital transformation; Integrating digital transformation content into international cooperation activities, projects, conferences, seminars, memorandums of understanding, cooperation agreements... with foreign partners, informing, propagating, disseminating, raising awareness, knowledge, and skills on network information security for civil servants and public employees, organizing online meetings on topics to ensure consistency with the Government's orientation in Digital Transformation. With the goal of ensuring that 100% of applications, information systems, and databases with existing shared data are connected and share data with the Ministry of Home Affairs Database through the Ministry-level Data Integration and Sharing Platform (LGSP), 100% of information synthesizing reports from ministries, branches, and localities that do not use paper reports (except confidential reports) are synthesized online through the LGSP data interconnection axis, through the issuance of SSO accounts by the Ministry of Home Affairs, ready to be integrated into specialized business systems, 100% of information systems using data services available on the National Data Integration and Sharing Platform (NDXP) are officially put into use, 100% of documents exchanged between the Ministry of Home Affairs and state agencies are made in electronic form and digitally signed by specialized signatures, except for documents with content in the list of state secrets.

Complete the construction and upgrade of information systems, software, and specialized application databases according to state management fields, ensuring connection with the Smart Operations Center and related national databases, integrated databases of the industry to serve state management needs, create a unified electronic working environment; improve the digital transformation index. Deploying a centralized monitoring system for information security in cyberspace allows the operating unit to have an overall view of the risks of cyber attacks on information systems, even down to each specific computer within each system to minimize investment costs, operating personnel, and equipping all computers of civil servants and public employees with copyrighted anti-virus software to ensure information safety and security. Establishing a working group to manage and operate the Smart Operations Center (IOC) safely and effectively, accordingly, it is necessary to focus on human resources with in-depth knowledge of information technology to ensure long-term management and operation. Building an integrated database for the Home Affairs sector and the Ministry of Home Affairs' Smart Operations Center (IOC) ensures that 100% of existing information systems and databases are connected and share data with the smart operations center. Training, fostering, updating knowledge and skills in using digital technology for civil servants, public employees and workers suitable for their job positions, in order to strengthen the core force, spread knowledge and skills to serve digital transformation. Proposing to recruit additional information technology (IT) and information security engineers for the Digital Transformation Team of units under the Ministry of Home Affairs. Researching and applying the mechanism for hiring experts, system operation and safety and security engineers. Monitoring, detecting, preventing, reviewing, handling detected, warned and handled IP botnets, removing malware; proactively responding to threats, cyber attacks and incident response, restoring normal operation of information systems and databases, developing response plans to handle cyber attacks for each information system and implementing to ensure network safety and security according to a multi-layer model, in compliance with the instructions of the Ministry of Information and Communications .
