Ministry of National Defense – A bright spot in implementing online public service provision

( Bqp.vn ) - In recent times, implementing the tasks assigned by the Government, the Prime Minister, and the National Committee on Digital Transformation, the Ministry of National Defense has resolutely directed agencies and units to promote the provision of online public services (DVCTT) and has achieved some positive results.

To improve the quality and efficiency of providing public services, the Ministry of National Defense has issued many plans and instructions to its affiliated agencies and units. Recently, on April 3, 2024, the Ministry of National Defense issued Plan No. 1221/KH-BQP, with the aim of promoting restructuring and optimizing the administrative procedure settlement process so that individuals and organizations can perform services anytime, anywhere on different access devices; save time, effort, and costs; increase the rate of provision and use of public services of the Ministry of National Defense; complete the targets and tasks assigned by the Government. At the same time, this plan also encourages and promotes individuals and organizations to use public services of the Ministry of National Defense; publicly and transparently disclose information, content, and progress of handling administrative procedures of agencies and units; improve the satisfaction level of individuals and organizations when using public services of the Ministry of National Defense; contributing to improving the effectiveness of State management of military , defense and cryptography, meeting the requirements of building e-Government and digital transformation in the Ministry of National Defense. In particular, clearly defining specific targets and tasks, that is, striving to be in the group of Ministries and branches at the top of the rankings based on the Index on the implementation of administrative procedures and public services in real time in the electronic environment according to Decision No. 766/QD-TTg dated June 23, 2022 of the Prime Minister.

According to the Ministry of Directing, Managing and Evaluating the Quality of Service for People and Enterprises in Performing Administrative Procedures and Public Services in Real Time in the Electronic Environment, the Ministry of National Defense scored 70.95 points; ranked 2nd out of 20 Ministries and Sectors (as of August 28, 2024). Recently, on July 10, 2024, the Ministry of Information and Communications announced the quality of the Information System for Handling Administrative Procedures at the Ministry and Provincial Level in 2024, the Ministry of National Defense scored 77.5 points, ranked 1st out of 21 ministries and sectors participating in the assessment. Notably, compared with the assessment results in 2023, the Ministry of National Defense continues to maintain its leading position among ministries and sectors for two consecutive years.

Along with the above results, the Ministry of National Defense has effectively implemented 62/241 administrative procedures online. As of August 28, 2024, the Ministry of National Defense has received and processed 75,153 online records; the rate of early and on-time settlement is always high (about 99%). Currently, the Ministry of National Defense is expanding the scope of the pilot program to provide 07 online public services in the field of military service in 8 provinces and cities (the pilot has been completed at the Hanoi Capital Command, the Military Commands of the provinces: Lang Son, Son La, Quang Ninh, Ha Tinh); in the coming time, it will be deployed to the remaining provinces/cities).

The Ministry of National Defense Public Service Portal has connected with the National Population Database, the National Public Service Portal to serve synchronously, exploit and share electronic data; issued a list of open data with 13 categories (Decision No. 4359/QD-BQP dated September 12, 2023) and centrally and uniformly provided open data on the Ministry of National Defense Data Portal at: https://data.mod.gov.vn. Connected 02 platform systems for connecting and sharing data at the Ministry and provincial levels (LGSP) and the Ministry of National Defense Public Service Portal with the National Population Database, supporting the authentication of citizens using public services. Building and consolidating the Judicial Sector Databases under the management of the Ministry of National Defense, supporting connection, sharing, and enriching the National Population Database, including: Database on administrative violation handling, database on civil judgment enforcement, database on judicial records.

In the field of Border Defense, the Ministry of National Defense has effectively deployed Automatic Control Gates at 19 out of 50 land border gates at 9 Border Guard Commands of the provinces (Lang Son: 4 border gates; Cao Bang, Quang Ninh: 3 border gates each province; Ha Giang, Lao Cai, Tay Ninh: 2 border gates each province; Ha Tinh, Quang Binh, Kon Tum: 1 border gate each province), controlling 02 types of documents: passport and travel document, with facial recognition and 10-finger fingerprint recognition features, contributing to shortening the time for immigration control from 45 - 50 seconds/turn to 13 - 15 seconds/turn; applying 2D barcode technology to simplify the process of controlling all types of permits for people entering, exiting, and operating at 17 out of 37 port border gates, shortening the time for procedures, creating convenience for people and businesses. The Ministry of National Defense has deployed 12 electronic border procedures for ships and boats arriving and departing from ports, implemented 24/7 (including holidays and Tet), helping those completing procedures to be able to declare and receive results anywhere, anytime, completely eliminating paper documents; for vehicles carrying goods, procedures are completed before the vehicle arrives or leaves the port; the time for procedures for a ship trip is reduced to 0 hours. Coordinate with the People's Committee of Lang Son province and related ministries and branches to study and propose the implementation of the "Smart Border Gate" model. A clear demonstration of this result is the "One-stop, one-stop" inspection model at the pair of border gates: Lao Bao (Quang Tri, Vietnam) - Den-savanh (Savannakhet province, Laos). Through the model, it has helped shorten the time for exit and entry procedures for people from 7 minutes to 2 minutes, reducing 50% of the time for customs clearance of goods.

To achieve the above results, the Ministry of National Defense has always thoroughly grasped and seriously and resolutely implemented the directions and planning targets assigned by the Government; promoted the role of the Steering Committee for administrative reform and digital transformation from the Ministry level to agencies and units. Strictly maintained the urging, inspection and evaluation, thereby promoting the responsibility of leaders to the public service of officials and inspectors handling administrative procedures at all levels; regularly paid attention to investing in upgrading equipment to meet mission requirements.

The Office of the Ministry of National Defense provides training on how to use the document management and administration software system using digital signatures for level 2 agencies and units throughout the army.

On the basis of promoting the achieved results, in the coming time, the Ministry of National Defense will continue to synchronously deploy solutions to improve service quality, maintain the ranking according to the assessment of the index ministries (in the Top of the ministries and branches). In particular, continue to thoroughly grasp and implement the directions of the Government, the Prime Minister, the National Committee on digital transformation, promote information and propaganda work to strongly change the awareness and responsibility of leaders, commanders and officers and employees at all levels in providing public services so that all officers and soldiers can see the benefits, convenience and form the habit of implementing public services. Innovate the method of directing and operating to serve people and businesses associated with strengthening discipline and administrative discipline, promoting the responsibility of heads of agencies and units in providing public services; focus on promoting the processing of entire work records in the electronic environment using personal digital signatures.

In addition, the Ministry of National Defense will also continue to direct the restructuring and optimization of public services, ensuring the most convenience for people and businesses; review and upgrade the Ministry of National Defense Public Service Portal to meet the requirements of providing public services; strictly implement the digitization of records and results of administrative procedure settlement associated with upgrading the Electronic Data Warehouse of organizations and individuals on the Ministry of National Defense Administrative Procedure Settlement Information System, ensuring that people and businesses only have to provide information once. Strengthen inspection and supervision, resolutely handle groups and individuals with acts of harassment, negativity, and slow processing of administrative procedure records; at the same time, commend and reward groups and individuals with outstanding achievements in digital transformation, building e-Government; replicate good models and innovative initiatives in administrative procedure reform.
