Pursuant to Conclusion No. 130-KL/TW dated March 14, 2025 of the Politburo and the Secretariat on the policy of rearranging and reorganizing administrative units at all levels and building a model of organizing a two-level local government; The Project of the Central Military Commission on continuing to rearrange the local military organization to be "lean, compact, and strong" to meet the requirements of tasks in the new situation approved by the Politburo on May 3, 2025, the Standing Committee of the Central Military Commission held a meeting to review and give opinions on the rearrangement of the organization of local military agencies; functions, tasks, working relationships, management, command, and operation mechanisms of the regional defense command, the border guard command, and the positions of the military command, the regional defense command, and the border guard command when implementing the two-level local government.

Delegates attending the Conference discussed and gave their opinions on the content of local military organization when organizing the 2-level local government apparatus; unanimously assessed that in the past time, the functional agencies of the Ministry of National Defense have actively, resolutely, and proactively coordinated with the central and local departments, ministries, and branches to advise the Central Military Commission to complete the Project. At the same time, it was recognized that this is a major policy of the Party and State, raising many issues that need to be implemented related to the leadership, command, and management mechanism of local military work, the contents and tasks related to the arrangement and reorganization of military agencies and border guards to ensure that agencies perform their tasks immediately and without interruption.
In his concluding remarks at the Conference, General Phan Van Giang emphasized: In order to organize and implement the task of ensuring strict, synchronous and unified dissolution, merger and reorganization of military organizations and local border guards, leaders and commanders of agencies and units need to proactively and actively implement seriously, closely, qualitatively, in accordance with the regulations of the Politburo, Secretariat, Central Military Commission, Ministry of National Defense and ensure the prescribed time.

Focus on thoroughly grasping and strictly following the Central's direction on continuing to rearrange the apparatus of the political system; the policy of rearranging and reorganizing administrative units at all levels and building a 2-level local government organization model; review the entire system of legal documents on military and national defense, documents related to local military organizations, propose amendments and supplements to ensure consistency and unity in organization and implementation. At the same time, the provincial military command has coordinated well with local Party committees and authorities in the implementation process. Academies and schools have directed research and proposed adjustments to training content and programs, annual student flow, and edited textbooks and training materials... to suit the adjustment and reorganization of local military forces. Agencies and units have actively and urgently coordinated with the Department of Legal Affairs of the Ministry of National Defense to complete the drafting of legal documents, ensuring quality and timeliness.
