The Congress of the Party Cell of the General Planning Department took place in the context of the entire army actively implementing the work of organizing forces in the direction of being lean, compact, and strong; the logistics and engineering sector has many major adjustments in organization, functions, and tasks. As a general advisory body assisting the Party Committee, the General Department Command, and the General Staff, the General Planning Department plays a central role in connecting and coordinating between departments and specialized units; advising, synthesizing, and organizing the implementation of many important tasks in the fields of logistics and engineering.

Major General Phung Ngoc Son, Deputy Chief of Staff, General Department of Logistics and Engineering, spoke.

During the 2020-2025 term, the Party Cell led the agency to comprehensively complete its central political tasks, many of which were completed excellently. Notably, it provided advice on logistics and technical support for large-scale activities such as training, combat readiness, disaster relief, disease prevention, and defense foreign affairs activities. The Department also actively participated in the process of merging organizations, perfecting the staff, and developing industry strategic projects such as adjusting the planning of the logistics warehouse system, innovating military transport vehicles, and improving the capacity of military preventive medicine, etc.

Orientation for the 2025-2030 term, the Party Cell identifies the key directions as: Improving the comprehensive leadership capacity and fighting strength of the Party Cell; promoting the role of strategic logistics and engineering advisor; promoting the application of information technology, administrative reform and digital transformation; building a comprehensively strong Department "Exemplary, typical".

Speaking at the congress, Major General Phung Ngoc Son acknowledged and highly appreciated the efforts and achievements that the Party Cell of the General Planning Department had achieved during the past term, especially in the work of coordination, advising on force organization, implementing industry projects, managing plans and handling unexpected situations. He emphasized that the General Planning Department is holding a special dominant position - being the coordinating brain of the specialized departments in the General Department. This role requires being proactive, sensitive, having a firm grasp of data, synthesizing accurately and advising effectively to the leaders.

The Executive Committee of the General Planning Department Party Cell for the 2025-2030 term and the delegation attending the 1st Congress of the General Staff Party Committee made their debut at the congress.

Major General Phung Ngoc Son requested that in the new term, the Party cell continue to thoroughly grasp the Resolutions, especially Resolution 1658 on logistics work and Resolution 1656 on technical work; continue to promote the sense of responsibility, innovate leadership style, promote the exemplary role of Party members, build internal solidarity and a humane and disciplined working environment...

The Congress elected the Party Cell Executive Committee for the 2025-2030 term, consisting of 5 comrades, and elected delegates to attend the 1st Congress of the General Staff Party Committee for the 2025-2030 term, consisting of 16 official delegates and 2 alternate delegates. Comrade Nguyen Van Hiep was elected to hold the position of Party Cell Secretary; Comrade Do Tien Luan was elected to hold the position of Deputy Party Cell Secretary.
