Regarding the failure of Son Hai Group to win the bid for the construction project of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Phuoc province (now Dong Nai province), at a press conference on the afternoon of July 2, Mr. Van Trong Duan, Deputy Director of the Bidding Management Department (Ministry of Finance) said that he had received document 6093 from the Government Office requesting a review of some contents.
"The Ministry of Finance will coordinate with the Ministry of Construction and the People's Committee of Dong Nai province (formerly the People's Committee of Binh Phuoc province) to review and clarify issues as required. Once completed, we will have a report sent to the Prime Minister, Deputy Prime Minister and will inform the press," said Mr. Duan.
Responding to questions about solutions to combat corruption in bidding, especially the situation of “blue and red teams”, Mr. Duan said that the Ministry of Finance has amended the regulations in the Bidding Law.
Accordingly, the Law on Bidding (amended) has just taken effect from July 1. The draft decree and guiding circular are expected to be approved soon, in the direction of increasing decentralization for investors, simplifying administrative procedures, and improving bidding documents.

“We will simplify the procedures and documents that contractors need to provide, thereby creating more favorable conditions for contractors to access the bidding package. In particular, the new regulation also adds a regular monitoring mechanism by competent authorities to enhance responsibility and transparency when organizing bidding. These solutions are expected to contribute to limiting the situation of blue and red teams,” Mr. Duan emphasized.
At the press conference, Deputy Minister of Finance Nguyen Duc Chi affirmed that the Ministry of Finance would fully accept the direction of the Deputy Prime Minister. The Ministry will conduct an inspection and report in accordance with regulations.
As VietNamNet reported, the Government Office has issued a document conveying the direction of Deputy Prime Minister Tran Hong Ha on the inspection of the selection of contractors for the construction project of the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway through Binh Phuoc province (now Dong Nai province).
Accordingly, in the directive document dated May 29, the Deputy Prime Minister requested the deadline for reporting to be June 10, but the Ministry of Finance only reported on June 19, which is very slow. The Deputy Prime Minister requested the Ministry of Finance to “take full advantage of the experience”.
Deputy Prime Minister Tran Hong Ha requested the Ministry of Finance to coordinate with the Ministry of Construction and the People's Committee of Binh Phuoc province (now Dong Nai province) to complete the report and submit it to the Prime Minister before July 5, to avoid delays that could affect the project's progress.
The Ho Chi Minh City - Thu Dau Mot - Chon Thanh Expressway construction project passes through Ho Chi Minh City (about 2km of access road), Binh Duong province (52km long) and Binh Phuoc province (7km long) with a total investment of VND 1,474 billion. The section through Binh Phuoc province started construction in December 2024. The construction package for the section passing through Binh Phuoc province has an estimated cost of more than 880 billion VND. After the bid opening on March 17, the Truong Son - Thanh Phat joint venture was selected with a winning bid of VND845.4 billion, saving more than VND35 billion compared to the estimate. However, the remaining four bidders, including Son Hai Group Company Limited (Son Hai Group) - the bidder with the lowest price (over 732 billion VND), were eliminated due to failing to meet technical requirements. The investor said that Son Hai did not meet the requirements for materials and equipment; did not meet the requirements for organizing the implementation of building information modeling (BIM) and did not meet the requirements for machinery and equipment for construction. Afterwards, Son Hai Group, one of the five bidders, submitted a petition disagreeing with the disqualification result, despite offering the lowest price. |
