At the Congress, comrade Tran Minh Tuan, Party Cell Secretary, presented a report summarizing the work of the 2022-2025 term and the direction and tasks of the 2025-2027 term.
According to the political report at the Congress, during the 2022-2025 term, the Party Cell of the Department of Digital Economy and Society has closely followed, led and directed the unit to effectively implement the work of policy making, perfecting and organizing law enforcement, innovating thinking and making breakthroughs in policy and law making, promoting the development of digital economy and digital society.
The Party Cell of the Department of Digital Economy and Society was introduced to the Congress
The Department has advised on the promulgation of many important legal documents, notably Decree No. 137/2024/ND-CP dated October 23, 2024 regulating electronic transactions of state agencies and information systems serving electronic transactions; Decision No. 1437/QD-TTg dated November 20, 2024 of the Prime Minister promulgating the National Action Plan on Digital Economic Development for the 2024 - 2025 period.
The digital economy is promoted through the development and implementation of regulatory documents on digital platforms and digital transformation of enterprises. A network of consultants to support enterprises in digital transformation has been formed.
The Department has organized the identification of pilot digital platforms serving people, digital platforms participating in the Program to support small and medium enterprises (SMEs) in digital transformation; built a set of indicators to assess the level of digital transformation of enterprises and organized the assessment of the level of digital transformation in large enterprises, small and medium enterprises; built a framework to guide ministries, branches and localities to promote the development of digital economy in industries and fields. The proportion of digital economy in GDP by the end of the first quarter of 2025 reached 18.72% and is striving to complete the target of 20% by 2025.
Overview of the Congress
Digital society is changing in the direction of people increasing their use of native digital platforms. The access rate of "Make in Vietnam" digital platforms reached 25.25%, an increase of 5.62% compared to 2023, for the first time exceeding the market share of 20% compared to foreign platforms. The Department has advised the Ministry's leaders to issue documents guiding localities on the Program Framework, documents and sample lectures to disseminate knowledge, improve digital skills and information access capacity for rural people.
Propaganda activities and raising awareness of digital transformation have been promoted through the organization of major forums and conferences, such as: The Second Digital Economy and Digital Society Forum (November 13-14, 2024); Training workshop on how to collect and measure digital economic indicators in localities on June 13, 2024 and Conference on sharing methods of measuring digital economy using econometric models on September 19, 2024. At the same time, the Department has deployed 03 ministerial-level scientific research topics, contributing to supporting the work of promoting digital transformation of enterprises and promoting digital economic development.
Entering the new term (2025-2027), the Party Cell of the Department of Digital Economy and Society determined the key directions as follows:
Improve leadership capacity, build a clean and strong Party organization; promote the strategic advisory role for the Ministry in state management of the digital economy and digital society; perfect institutions and policies and effectively implement state management of e-transactions, promote digital economic development in sectors and fields, and form a digital society; especially focus on building and implementing the Program for digital economic and digital society development by 2030, digital transformation programs, and smart production in a number of key sectors and fields such as wholesale and retail trade, tourism establishments, agricultural production establishments, industrial parks and factories.
Speaking at the Congress, Comrade Mai Anh Chung, member of the Party Executive Committee of the Ministry of Science and Technology, highly appreciated the quality of the documents and the serious preparation spirit of the Party Cell. According to Comrade Mai Anh Chung, the nature of the Department's work is complicated, requiring high expertise, so the Party Cell needs to continue to promote the spirit of solidarity to successfully complete the assigned tasks in the coming term.
The Congress elected the Party Cell of the Department of Digital Economy and Society for the 2025-2027 term and delegates to the Party Congress of the Ministry of Science and Technology for the 2025-2030 term./.
