Deputy Minister of Natural Resources and Environment Le Minh Ngan chaired the meeting. Attending the meeting were Mr. Doan Ngoc Lam, Permanent Vice Chairman of Quang Binh Provincial People's Committee; Mr. Tran Bau Ha, Vice Chairman of Ha Tinh Provincial People's Committee; Mr. Nguyen Van De, Vice Chairman of Nghe An Provincial People's Committee; representatives of the Department of Natural Resources and Environment of the provinces: Quang Binh, Ha Tinh, Nghe An, Thanh Hoa, Quang Tri, Thua Thien - Hue.
Speaking at the opening of the working session, Deputy Minister of Natural Resources and Environment Le Minh Ngan emphasized that, implementing the direction of the Prime Minister in Official Dispatch No. 360/CD-TTg dated May 2, 2023 on the results of implementing the assigned land use plan targets; synthesizing land use targets that need to be adjusted in the Land Use Plan to 2030 and the Land Use Plan to 2025, the Ministry of Natural Resources and Environment has issued official dispatches requesting the People's Committees of the provinces to implement the technical requirements to implement the direction of the Prime Minister.
Based on legal regulations on adjusting land use planning and plans, implementation results, and proposed needs of localities, the Ministry of Natural Resources and Environment reported to the Prime Minister. On September 8, 2023, the Government Office issued Official Dispatch No. 6910/VPCP-NN conveying the direction of Deputy Prime Minister Tran Hong Ha, requesting the Ministry of Natural Resources and Environment to advise the National Assembly on adjusting the 5-year national land use plan for 2021-2025 at the October 2023 session.
Currently, the Ministry of Natural Resources and Environment has received reports from 63 provinces and centrally run cities. The Ministry has compiled the implementation results and proposed adjustments from localities. Currently, 58/63 provinces have proposed to adjust the land use targets allocated until 2025. In particular, the proposals of 6 North Central provinces focus mainly on a number of land use targets such as: rice land, land for specialized rice cultivation, forestry land, industrial park land, land for infrastructure development, traffic land, land for construction of sports facilities, and land for energy projects. However, the reports and documents sent by localities have not clarified the needs and legal basis for proposing adjustments to land use targets.
According to Deputy Minister Le Minh Ngan, due to the low results of implementing the national targets up to now, the submission to the National Assembly for decision to adjust the land use plan in the direction of adding targets for the 2026-2030 period for implementation in the 2021-2025 period also needs to be considered and weighed to ensure conditions before submission. Implementing the direction of the Prime Minister and to meet the land use needs for socio-economic development of localities, the Ministry of Natural Resources and Environment proposes a plan to report to the Prime Minister for consideration according to the authority to allow adjustment of a number of land use targets approved by the Prime Minister.
Mr. Chu An Truong, Deputy Director of the Department of Land Resources Planning and Development (Ministry of Natural Resources and Environment) presented a summary of the implementation results of Official Dispatch No. 360/CD-TTg dated May 2, 2023 of the Prime Minister on the results of implementing assigned land use planning targets.
At the meeting, representatives of local leaders discussed and clarified the basis for proposing adjustments to allocated land use targets, to serve as a basis for calculation, balancing and reporting to the Government and the Prime Minister for consideration under their authority to ensure timely allocation of land funds to meet land use needs for implementing key national projects and works and socio-economic development, ensuring national defense and security, and effectively promoting land resources.
At the same time, delegates also discussed the Draft Circular amending and supplementing a number of articles of Circular No. 36/2014/TT-BTNMT dated June 30, 2014 of the Minister of Natural Resources and Environment detailing land valuation methods; developing and adjusting land price lists; specific land valuation and consulting on land price determination.
Concluding the meeting, Deputy Minister of Natural Resources and Environment Le Minh Ngan assessed that the opinions of local leaders were very focused, responsible, and of high quality, and many opinions clarified the basis for proposing adjustments to allocated land use indicators.
Regarding the contents of land use indicators for the provinces, Deputy Minister Le Minh Ngan said that it is expected that the Ministry of Natural Resources and Environment has sent to the localities, requesting the Department of Planning and Land Resources Development (Ministry of Natural Resources and Environment) to continue to coordinate with the Departments of Natural Resources and Environment, thereby advising the leaders of the Provincial People's Committee to have an official document sent to the Ministry of Natural Resources and Environment as a basis for reporting to the Prime Minister.
According to Deputy Minister Le Minh Ngan, based on comments from localities, the Ministry of Natural Resources and Environment will continue to study, absorb and complete the Draft Circular amending and supplementing a number of articles of Circular No. 36/2014/TT-BTNMT dated June 30, 2014 of the Minister of Natural Resources and Environment to ensure economical and effective land use and promote land resources.
