Ministry of Natural Resources and Environment reports on results of administrative procedure reform

Reporting to Deputy Minister of Natural Resources and Environment Tran Quy Kien on the results of administrative procedure reform of the Ministry of Natural Resources and Environment in the past time, Mr. Pham Van Tuyen, Chief of Office of the Ministry of Natural Resources and Environment, said: Carrying out the tasks assigned by the Government and the Prime Minister for the key task of administrative procedure reform in the last 6 months of 2023, the Ministry of Natural Resources and Environment has continued to focus on directing, issuing many documents, implementation plans, and performing many tasks to promote administrative procedure reform.

Accordingly, regarding the reform of administrative procedure regulations, the Ministry of Natural Resources and Environment has fully implemented and carefully assessed the impact of administrative procedures in the law-making process, especially administrative procedures related to individuals, organizations and enterprises to create favorable conditions for organizations, individuals and enterprises in the activities of exploiting, using resources and protecting the environment.

Specifically, in the first 4 months of the year, the Ministry has assessed the impact of administrative procedures in 3 draft legal documents, including: Draft Law on Geology and Minerals; Draft Decree detailing the implementation of a number of articles of the Law on Water Resources; Draft Decree regulating the practice of underground water drilling, declaration, registration, licensing, water resources services and fees for granting rights to exploit water resources. At the same time, the Ministry of Natural Resources and Environment has also organized the appraisal of 3 draft Circulars.

In the field of reforming the implementation of administrative procedures, regarding the one-stop and one-stop mechanism, as of May 7, 2024, the Ministry of Natural Resources and Environment is processing a total of 3,862 administrative procedure records, including 1,313 records transferred in 2023 and 2,549 new records in 2024. Of which, the units have processed and returned licensing results for 2,409 records, achieving a completion rate of 62.4%, with 2,388 records returning results on time (reaching a rate of 97.1%) and 71 records returning overdue (reaching a rate of 2.9%). Currently, the Ministry is continuing to process 1,453 records.

Regarding the results of implementing online public services, the Ministry continues to operate and provide 88 online public services. Of which, 36 are full-scale online public services. At the same time, the Ministry has integrated and provided 86/88 online public services on the National Public Service Portal.

Since the beginning of 2024, the Ministry of Natural Resources and Environment has received and processed a total of 1,876 administrative procedure settlement records in the electronic environment.

Regarding the issue of digitizing documents, 100% of the results of administrative procedure settlement of the Ministry of Natural Resources and Environment are digitally signed and issued according to the legal regulations on document work. At the same time, the Ministry has returned both paper and electronic copies to organizations and individuals.

Regarding the consolidation and connection of systems serving administrative procedure settlement, the Ministry has implemented the consolidation of the Public Service Portal with the Electronic One-Stop Information System into the Ministry's Administrative Procedure Settlement Information System; at the same time, connecting and sharing data with the National Public Service Portal and with national databases.

Currently, the Ministry is continuing to complete the Administrative Procedures Information System on the basis of performing tasks in the Digital Transformation Investment Project of the Natural Resources and Environment Sector (Phase 1). At the same time, speeding up the progress of completing the establishment and connection of the Electronic Data Management Warehouse of organizations and individuals on the Ministry's Administrative Procedures Information System with the Electronic Data Management Warehouse of organizations and individuals on the National Public Service Portal.

Regarding receiving and handling feedback and recommendations, in the first 4 months of the year, the Ministry of Natural Resources and Environment has received and handled a total of 675 feedback and recommendations through the National Public Service Portal, the Government Electronic Information Portal and the Ministry's Electronic Information Portal. To date, the Ministry has publicly handled 328 feedback and recommendations, is processing 140 feedback and recommendations, returned 92 feedback and recommendations and transferred 115 feedback and recommendations to other agencies.

Overview of the meeting

At the meeting, agencies and units under the Ministry of Natural Resources and Environment agreed with the report on the results of administrative procedure reform in early 2024, and at the same time, proposed and made recommendations and problems that need the Deputy Minister's direction to continue promoting administrative procedure reform in the coming time.

Concluding the meeting, Deputy Minister of Natural Resources and Environment Tran Quy Kien agreed with the report of the Office of the Ministry of Natural Resources and Environment on administrative procedure reform in recent times. The Deputy Minister assessed that the management of incoming and outgoing documents and processing of records on the network environment had been carried out relatively well, thereby requesting units to continue to promote and ensure the quality of these activities.

In addition, the completion rate of administrative procedures is also a very important indicator. For the fields of Environment, Geology - Minerals, and a few other fields with a large number of documents, Deputy Minister Tran Quy Kien requested that the applications be arranged with staff, and not delayed for too long, except for a few particularly complicated cases.

For areas with procedures that are in full process, the Deputy Minister of Natural Resources and Environment proposed to increase the number of requests for full process, raising the rate to 100%. For difficult and complicated procedures, such as resource licensing, environmental impact assessment, discharge licensing, marine resource exploitation licensing, and use of marine areas, it is necessary to consult relevant agencies and find ways to simplify the procedures.

At the same time, the Deputy Minister requested the Department of Nature Conservation and Biodiversity to report on the implementation of two administrative procedures related to the Approval of registration for cross-border transportation of hazardous waste under the Basel Convention and permission to bring genetic resources abroad for study and research purposes, not for commercial purposes.

Deputy Minister Tran Quy Kien emphasized that the Ministry of Natural Resources and Environment is ranked 5th in administrative reform and 3rd in digital transformation, therefore, requiring units to continue to improve the effectiveness of administrative procedure reform to improve the ranking of the people service index.
