The Ministry of Natural Resources and Environment works with the provinces in the Northern Midlands and Mountains region on adjusting land use planning indicators.

Speaking at the opening of the working session, Deputy Minister of Natural Resources and Environment Le Minh Ngan emphasized that, implementing the Prime Minister 's direction in Official Dispatch No. 360/CD-TTg dated May 2, 2023 on the results of implementing assigned land use planning targets; synthesizing land use targets that need to be adjusted in the Land Use Planning to 2030 and the Land Use Plan to 2025, the Ministry has issued official dispatches requesting the People's Committees of provinces and cities to request reports on the results of implementing Decision 326 to soon have solutions, remove obstacles, and promote land resources for socio-economic development.

Currently, the Ministry of Natural Resources and Environment has received reports from 63 provinces and centrally run cities. The Ministry has compiled the implementation results and proposed adjustments from localities. Currently, 58/63 provinces have proposed to adjust the land use quotas allocated until 2025. In particular, localities focus on proposing to adjust a number of land use quotas such as: rice land, land for wet rice cultivation, industrial park land, land for infrastructure development, traffic land, land for construction of sports facilities, land for energy projects... However, the reports and documents sent by localities have not clarified the needs and legal basis for proposing to adjust land use quotas.

Mr. Chu An Truong, Deputy Director of the Department of Planning and Land Resources Development, presented options for adjusting land use indicators.

According to Deputy Minister Le Minh Ngan, due to the low results of implementing the country's targets up to now, the submission to the National Assembly for decision to adjust the land use plan in the direction of adding targets for the 2026-2030 period for implementation in the 2021-2025 period also needs to be considered and weighed to ensure conditions before submission. Implementing the direction of the Prime Minister and to meet the land use needs for socio-economic development of localities, the Ministry of Natural Resources and Environment proposes a plan to report to the Prime Minister for consideration according to the authority to allow adjustment of a number of land use targets approved by the Prime Minister in Decision 326.

Deputy Minister Le Minh Ngan hopes that leaders of the Northern Midlands and Mountains provinces will give their opinions on the plans developed by the Ministry of Natural Resources and Environment based on the implementation of Decision 326 by localities to meet the land use needs for key national projects, projects that can attract investment, and synchronize the infrastructure system to contribute to the implementation of socio-economic development goals set by the National Assembly, the Government, and the Prime Minister.

At the working session, Mr. Chu An Truong, Deputy Director of the Department of Planning and Land Resources Development, presented a summary report on the implementation results of Official Dispatch No. 360/CD-TTg dated May 2, 2023 of the Prime Minister of 14 provinces and proposed plans to adjust land use indicators.

At the working session, representatives of local leaders gave their opinions on plans to adjust the national land use planning indicators for the 2021-2030 period, with a vision to 2050, the 5-year national land use plan for 2021-2025, and focused on discussing and clarifying the basis for proposing adjustments to allocated land use indicators, proposing increases and decreases in indicators to serve as a basis for calculation, balancing and reporting to the Government and the Prime Minister for consideration according to their authority to ensure timely land allocation to meet land use needs for implementing key national projects and works and socio-economic development, ensuring national defense and security, and effectively promoting land resources.

At the meeting, Deputy Minister of Natural Resources and Environment Le Minh Ngan acknowledged and highly appreciated the opinions of local leaders and said that all opinions were responsible and of high quality. The Deputy Minister also said that the opinions of the delegates will be studied and absorbed to complete the Report on adjusting national land use planning indicators for the period - 2021 - 2030, vision to 2050, the national land use plan for 5 years 2021 - 2025 according to Decision 326/QD-TTg to report to the Prime Minister.
