Plan for public housing
Recently, the Provincial People's Committee has reported on the orientation of developing a plan to arrange and allocate public assets, offices, means of transport and official residences after the merger. Accordingly, official residences for provincial leaders and department leaders will be arranged at the Provincial Party Committee Guest House (No. 2 Tran Hung Dao, Nha Trang City). However, this facility has degraded and needs to be repaired with a total estimated cost of about 20 billion VND. The proposed plan includes investing in 12 apartments, with an area of 60m² to less than 145m², expected to be completed and put into use by the end of 2025.

For officials, civil servants and public employees, there are currently 38 public apartments in Nha Trang managed by the Center for Housing and Apartment Management. Of these, there are: 2 apartments from 80 to 100m², 7 apartments from 60 to 80m² and 29 apartments under 60m², which need to be renovated with a total cost of about 10 billion VND. In addition, the province has 18 houses with a total area of 8,050m² that are vacant, managed by the Development Investment Fund.
Some other facilities that can be renovated into official housing include: Provincial Political School Dormitory (Phuoc Dong Commune, Nha Trang) with 94 rooms, average capacity of 250 people/month; 30-40% of the rooms can be renovated, using the kitchen at the canteen. Nha Trang Student Dormitory (Nam Vinh Hai area, Vinh Hai Ward, Nha Trang) has 4 blocks, with 240 rooms, serving 960 people, can be renovated into official housing. Khanh Hoa Medical College Dormitory (Nam Vinh Hai Urban Area) has 4 blocks, with 184 rooms, serving 900 people. Accordingly, the Provincial People's Committee will assign the Department of Finance to review and synthesize the needs; at the same time, advise on a financial support mechanism for officials to proactively rent houses in the initial phase, ensuring suitable living conditions.
Office and transportation arrangements
According to the report of the Provincial People's Committee, the headquarters of the Provincial Party Committee, the National Assembly Delegation, the Provincial People's Council and the Provincial People's Committee are under construction, the main structure has been completed, and is expected to be put into use from October this year. At the same time, the province is preparing a project to renovate the Provincial Party Committee headquarters (No. 6 Tran Hung Dao, Nha Trang) to add working space for advisory agencies, expected to be completed by the end of 2025. The headquarters of departments, branches, sectors, the Fatherland Front, socio-political organizations and mass organizations at the provincial level have been approved by the Provincial People's Council for investment and implementation in the period of 2025 - 2027.

Regarding means of transport, the Provincial People's Committee aims to flexibly arrange forms suitable to actual conditions, including: Using existing official vehicles, purchasing or renting vehicles according to norms; encouraging officials to use their own personal vehicles (travel expenses are supported); organizing buses to pick up and drop off on fixed routes arranged by the Provincial People's Committee (expected 10 routes); supporting expenses if traveling by train. The province will develop a separate resolution on support mechanisms, and in the immediate future, Resolution No. 34 dated December 13, 2016 of the Provincial People's Council on regulations on support regimes and deadlines for job transfer for civil servants and public employees in some areas of the province, while a new provincial resolution has not been developed for implementation.

At the same time, proactively balancing the budget to repair and upgrade existing facilities to serve administrative activities.
Recently, Mr. NGHIEM XUAN THANH - Member of the Party Central Committee, Secretary of the Provincial Party Committee chaired a meeting of the Provincial Party Committee Standing Committee to consider the plan to repair and renovate the Provincial Party Committee headquarters and official residence. The Provincial Party Committee Standing Committee agreed on the policy of renovating and repairing and requested the investor to work with the consulting unit and develop a progress schedule in accordance with the provisions of law.
