Worryingly, some private traders circumvent the law by only collecting cash and not issuing invoices, saying that customers do not need them. So how do tax authorities handle this situation? Is not issuing invoices considered tax evasion?

The Minister of Finance replied that when implementing electronic invoices with business households, there were many problems, however, the Tax Department tried to coordinate with local authorities to guide and explain for business households to implement.

"The Tax Department has reported that it has not fined anyone for non-compliance with the invoice issuance regulations and has implemented maximum support. Later, when implementing, if business households intentionally violate the regulations, they will be fined," said Minister Thang.

According to the Minister of Finance, receiving cash without issuing electronic invoices is not common, only a few cases have been detected.

This is a violation of tax laws, so the authorities will increase coordination with relevant agencies to propagate and find a way to end this behavior.
