Ready digital infrastructure for 2-level government

It is expected that today, June 25, all 168 newly formed wards and communes after the rearrangement in Ho Chi Minh City will pilot the 2-level local government model.

Prepare carefully about people and infrastructure

Ho Chi Minh City has proactively completed the comprehensive information technology infrastructure system, ensuring synchronous technical conditions.

In particular, essential software serving management and operation such as Online TV System, Document Management System, 1022 Recommendation Reflection System, Administrative Procedure Information System... are the foundation for Ho Chi Minh City to deploy the 2-level local government model in a connected, unified and effective manner. Network equipment and transmission lines are also checked to best serve the trial operation.

Mr. Lam Dinh Thang, Director of the Department of Science and Technology of Ho Chi Minh City, informed that the infrastructure preparation for the pilot operation of the two-level local government model has been completed. Wards and communes have been fully equipped with equipment, better than in the first trial. The Ho Chi Minh City People's Committee has also proactively allocated capital since the beginning of the year, using regular expenditures to purchase equipment in accordance with regulations.

"After determining the headquarters of the new commune-level administrative units, the workspace was rearranged and equipment was coordinated. At the same time, staff in charge of information technology and people in charge of the system's focal points were assigned," said Mr. Lam Dinh Thang.

Previously, Ho Chi Minh City had piloted the two-level local government model in 102 wards and communes since June 12. Ten days later, Ho Chi Minh City had learned from experience and fixed transmission line problems or slow software connections. The Ho Chi Minh City Digital Transformation Center arranged for each ward to have at least one technical officer directly at the unit to support and guide the operation of information systems.

Bringing government closer to the people

On the morning of June 25, Hai Phong City also plans to test the operation of the 2-level local government in phase 2. Accordingly, it will simulate all situations to ensure synchronization and smoothness from facilities, identification systems, equipment, shared software, electronic information portals, etc.

Previously, in the first trial phase from June 20, Hai Phong organized the connection and operation of the online conference system and video conference between 116 points; handled hypothetical situations; guided and practiced the operation of the document management system software, the information system for handling administrative procedures, receiving feedback and recommendations from people... The points included the Hai Phong City Convention Center, the headquarters of the Hai Duong Provincial People's Committee and the headquarters of the Party Committee - People's Council - People's Committee - Fatherland Front Committee of 114 communes, wards and special zones formed on the basis of merging with Hai Duong province.

Mr. Le Ngoc Chau, Chairman of Hai Duong Provincial People's Committee, affirmed that the locality clearly identified preparing digital infrastructure as one of the central tasks of the consolidation process. The synchronous operation of the information technology system - including public administrative service centers and online meeting rooms - demonstrates the determination to modernize the administration, bringing the government closer to the people than ever before. The province has issued very detailed forms and standards for public administrative service centers and online meeting rooms of communes and wards.

"It is necessary to strengthen guidance, training, and experience exchange to create unity throughout Hai Phong City after the merger. Through the testing sessions, departments, branches, and localities need to proactively complete processes and regulations, ensuring compliance with regulations and unity" - Mr. Le Ngoc Chau suggested.

On June 24, the Department of Science and Technology of Can Tho City announced that the Department's Information and Communication Technology Center had trained civil servants of communes and wards, as well as civil servants receiving and returning results at the City Public Administration Service Center. The training content was related to the information system for handling administrative procedures; the system for managing documents and operating the city's data portal; specialized data transmission networks, and specialized information systems of departments, branches, and sectors.

The purpose of the training is to ensure connectivity, continuity and security for the information system serving state management in the context of merging digital platforms between Can Tho City and Hau Giang and Soc Trang provinces.

Tech companies step in

The administrative procedure settlement system of Ho Chi Minh City, developed by Vietnam Posts and Telecommunications Group (VNPT), is integrated with AI solutions, can process an average of more than 15,000 records per day, saving more than 2,000 working hours per day, equivalent to 175 full-time employees per year. With an almost absolute reduction in error rates, people's satisfaction level increased to more than 95%.

According to VNPT, the system can intelligently classify and screen records, warn of deficiencies, convert paper records into electronic records, etc. Thanks to that, administrative officials and civil servants no longer have to look up manually, are not afraid of "wrong processing due to mergers" and have transparent data for reporting and management. "Just ask a question, people will be given specific instructions without having to go directly to the administrative agency, without wasting time waiting" - VNPT representative said.

Meanwhile, Viettel Data and Artificial Intelligence Service Center (Viettel AI) in collaboration with the National Digital Transformation Agency - Ministry of Science and Technology developed a virtual assistant to support officials and civil servants in understanding the regulations in 28 decrees on decentralization and delegation; division of authority between the Government and local authorities at 2 levels. "The virtual assistant is provided on a website platform, does not require installation and can be easily used via computer, tablet or smartphone" - Viettel AI representative introduced.
