Minister of Transport Nguyen Van Thang had an additional 60 minutes of the first session to answer. The issue of a series of violations in vehicle registration in recent times continued to be the content that National Assembly deputies questioned the Minister.

In the afternoon session of June 7, delegate Tran Thi Kim Nhung ( Quang Ninh delegation) reiterated the reason for the shortage of inspection staff causing a crisis in inspection work that the Minister of Transport had mentioned. The delegate said that this was also partly the responsibility of the Ministry of Transport for not proactively and promptly coordinating with agencies to resolve this issue.

The delegate also said that the Ministry of Transport needs to maintain stability in performing its duties to ensure service to the people and businesses in vehicle inspection. At the same time, he requested the Government to clarify its responsibilities in this matter.

Responding, Minister Nguyen Van Thang said the incident that occurred at the Vietnam Register as well as the Registration Centers was an extremely painful incident for the registration sector in particular and the transportation industry in general.

"The Ministry of Transport is responsible, together with the Vietnam Register, for any violations that occur during registration activities," he said.

Mr. Thang added that the investigation, prosecution, prosecution, and arrest of suspects are carried out by local police, not the Ministry of Public Security. In principle, the investigation does not discuss with the Ministry of Transport in advance. Therefore, in the spirit that when an incident occurs, the Ministry of Transport will directly discuss and report to the Minister of Public Security for a solution.

The Ministry of Transport has sent a document requesting the Ministry of Public Security to facilitate the seizure of machinery, equipment and sealed documents to serve the investigation work, which can be done early and quickly, then handed over to the inspection center for the Department of Registration to take over and arrange forces.

However, 75% of the inspection centers are owned by private enterprises, so it is not possible to restore them if you want to. In particular, the forces prosecuted and detained at the inspection centers are mainly key personnel, senior inspectors, usually each center has only one person and often holds the leadership role of the center. To train a senior inspector takes 1-1.5 years.

According to Mr. Thang, after implementing many solutions, the basic inspection problem has been solved, and the conditions for inspection centers to operate have been basically guaranteed. The issue of inspection service prices has been proposed by the Government to the National Assembly for consideration when amending the Law on Prices.

Raising a debate board, delegate Leo Thi Lich (Bac Giang) said that all solutions are due to the lack of inspection officers. The Minister said that it is only necessary to train leaders for inspection centers, but that only solves the problem. The delegate wanted to clarify the State management responsibilities of the agencies.

"Is it true that when socialization lacks inspection and supervision, it becomes so socialized that it loses control, allowing inspection centers to operate freely, and many expired vehicles are still put into use?", Ms. Lich raised the issue.

In return, Mr. Thang shared the reason for the violations of the Inspection Centers due to not responding promptly to policy changes. He cited Decree 139 of the Government which planned the inspection network, but when the Planning Law was issued, the sectoral plans were no longer in effect, so Inspection Centers in localities flourished.

“In just 2 years, the number of inspection centers has increased to 281, surpassing the entire inspection network by 2030. Because of the proliferation of inspection centers, unhealthy competition has led to negativity,” Mr. Thang affirmed that in this story, there is embezzlement, collusion, responsibility and ethical issues of departments from department leaders to leaders of the Vietnam Register.

This has nullified the effectiveness of inspection and supervision because when they collude with each other, they cannot "shoot themselves in the foot".

Recognizing this problem, the revised Decree 139 has included the element of controlling the opening of local inspection centers; decentralizing the licensing of inspection services to local Departments of Transport and tightening regulations on controlling inspection work.

Delegate Nguyen Thanh Nam (Phu Tho delegation) also debated with the Minister about the responsibility of State management in vehicle inspection activities as well as timely inspection and supervision to avoid the high demand for vehicle inspection being easily exploited.

Responding, Minister Nguyen Van Thang admitted that this was one of the shortcomings and causes of violations at inspection centers. The nature of inspection activities is relatively closed, so when inspectors conduct inspections, they can only check on the records, while violations are not on the records. "The records are very good but violations still occur," said Mr. Thang.

The Minister said that through careful analysis, there were loopholes in the information technology system, when the security software was weak, it was exploited, the inspection centers used software to intervene and change the data in the system, if the records were checked, it could not be detected. That is the difficulty of the inspection work, however, it cannot be denied that the inspection has not fulfilled its responsibilities in the past.

He said that when he received the assignment, he asked to immediately do two things: inspect the vehicle registration system and inspect driver licensing training.

“But when the brothers returned to report that they could not do it, they only concluded that there were signs of violations in the system that monitors driving time and distance. I refused and said that he did not fulfill his responsibility. If the Ministry of Public Security and the Central Inspection Committee can handle many complicated cases, why can’t the inspectorate do it?”, Mr. Thang said about the request to concentrate forces, so recently it has started to work effectively.

In the coming time, the Ministry of Transport will further tighten, issue Decrees and Circulars to serve as a basis for better management of inspection and examination work, enhance the responsibility of units performing inspection tasks, and develop a project to separate public service business from management work to ensure objective and transparent inspection and examination.

Regarding vehicle conversion, Mr. Thang emphasized that people's needs are legitimate. Currently, the conversion from a 16-seat vehicle to a 9-seat vehicle has been regulated in Circular 85 of the Ministry of Transport, which assigns this task to the Departments of Transport of the provinces responsible for appraising designs for converting motor vehicles that are registered locally.

If the Department of Transport does not meet the conditions, the Department of Registration is responsible for implementation, including only conversion of vehicles not used for transportation business .
