Minister Nguyen Kim Son: Ready to decentralize teacher recruitment for schools

Eligible schools may recruit

On May 6, receiving and explaining delegates' opinions on the Law on Teachers, Minister of Education and Training Nguyen Kim Son said that the initial draft included 96 articles, then was reduced to only 46 articles.

Regarding the agency and unit implementing teacher recruitment, according to him, the draft regulation stipulates that the education management agency is the agency in charge of recruiting teachers for public educational institutions.

"In the spirit of decentralization and delegation of power, we note that wherever there is an employment, there is the right to recruit. However, that is difficult to apply to educational institutions at the preschool and primary levels," said Mr. Son.

According to the minister, for a kindergarten with only a very small number of teachers, but now having a recruitment council with very strict requirements for recruiting civil servants, it will be very difficult.

Therefore, the draft regulation stipulates that the education management agency will play the role of organizing recruitment, but can consider decentralizing to the facilities, for example, high schools that meet the recruitment conditions are also ready to decentralize.

"Fairness" is not "equal suffering"

During the discussion, there were also some opinions from delegates wishing to expand the subjects who are entitled to policies as well as being identified as teachers. According to the Minister, with the Law on Teachers, the subjects are only those who work as teachers as a qualified professional profession.

“Other subjects such as school staff and those participating in the educational process who have educational activities will have different regulations. We also agree with the expansion and mobilization of other subjects to participate in the educational process and that will be regulated in the Education Law and other regulations,” said Mr. Son.

Besides, there are also opinions that localities should not be encouraged to issue additional policies to support teachers to ensure fairness and to make it easier for remote, isolated, and disadvantaged provinces to attract teachers.

Explaining this, Minister Nguyen Kim Son said that for some localities with conditions, it is highly encouraged to reserve local resources to support the teaching force.

“For example, Ho Chi Minh City has recently proactively allocated financial resources to support teachers’ lives so that they can have less difficulty changing jobs and quitting their jobs. In my opinion, this is a very valuable thing and should be encouraged,” said Mr. Son.

The “Commander” of the education sector also believes that “fairness” here does not mean that everyone must “suffer equally and have the same difficulties”. Therefore, the minister emphasized that we should encourage and support places with conditions, and for places that do not have conditions, the State must have additional policies to support those localities.

The Minister said that in addition to the Law on Teachers, the Ministry of Education and Training is currently presiding over the revision and adjustment of three laws related to the education sector, including the Law on Education, the Law on Higher Education and the Law on Vocational Education. These three laws have been unanimously included in the law-making agenda of the next session by the National Assembly Standing Committee. "There are some contents discussed today, we will certainly continue to discuss the revision of these three laws," said Mr. Son.
