Minister of Health responds to voters on proposal to adjust the correct and adequate calculation of prices for medical examination and treatment services

Minister of Health Dao Hong Lan has just responded to the proposal of voters in many localities regarding the adjustment of medical examination and treatment service prices in the direction of calculating correctly and sufficiently so that medical facilities have enough funding to ensure operations.

Voters from Dak Lak and Gia Lai provinces, in a petition sent before the 9th Session of the 15th National Assembly, said that the current prices for medical examination and treatment services have not been calculated correctly and fully. They requested the Ministry of Health and relevant ministries and branches to review and rebuild service prices so that medical facilities have enough funding to ensure operations.

Responding to this proposal, Minister of Health Dao Hong Lan said that the 2023 Law on Medical Examination and Treatment stipulates that the price of medical examination and treatment services is determined based on four factors: Direct costs, labor (including wages), management costs and depreciation costs.

According to the Minister, currently, the price of medical examination and treatment only includes two factors: direct costs and salary, not including management and depreciation costs. Previously, the factor "salary" was officially included in the price of medical examination and treatment from June 1, 2017.

However, the head of the health sector affirmed that adjusting medical examination and treatment prices "needs to be cautious and follow a roadmap", based on the assessment of the consumer price index (CPI) to ensure reasonable price adjustments, control inflation, stabilize the macro economy , support the roadmap for universal health insurance and be suitable for people's ability to pay as well as balance the Health Insurance Fund.

Minister Dao Hong Lan said the Ministry of Health is coordinating to assess the impact to propose an appropriate time to include management costs in medical examination and treatment prices, and report to competent authorities to decide when to adjust prices.

Regarding pricing authority, according to regulations, based on the price plan documents developed by the units, the Ministry of Health and the Provincial People's Council approve the prices of medical examination and treatment services for facilities under their authority.

For example, the Ministry of Health approves prices of hospitals under the Ministry such as Bach Mai, Viet Duc Friendship, K, Central Obstetrics...; while the Provincial People's Council approves prices of hospitals under its jurisdiction in the locality.

This means that the Ministry of Health does not regulate the price of medical examination and treatment services for all medical facilities nationwide.

Regarding the opinion of Lam Dong voters suggesting the issuance of guidelines for developing inpatient admission standards corresponding to each type of disease, the Minister of Health said that in order to standardize professional regulations and improve the quality and effectiveness of medical examination and treatment, the Ministry of Health has issued and updated the Diagnosis and Treatment Guidelines, as a basis for medical examination and treatment facilities and medical staff to implement.

To date, the Ministry of Health has issued over 1,300 guidelines, covering common diseases and most specialties such as intensive care, anti-poisoning, respiratory, pediatrics, cardiovascular, endocrinology, cancer, musculoskeletal, infectious, tuberculosis, maxillofacial, otolaryngology, dermatology, nephrology, urology, obstetrics and gynecology, and nuclear medicine.

Guidelines for commune and ward health stations are developed in accordance with the capacity and needs of medical examination and treatment at the facility.

Regarding inpatient admission criteria, some guidelines have specific regulations, such as community-acquired pneumonia in adults, acute exacerbation of chronic obstructive pulmonary disease, bacterial pneumonia in children, acute coronary syndrome, hand, foot and mouth disease, and dengue fever.

Hospitals need to base on this guideline, combine capacity and reality, to build their own inpatient admission standards.

Currently, the Ministry of Health is directing its affiliated units to develop guidelines for emergency hospitalization, the final draft is in the process of being completed for promulgation.
