The Ministry of Information and Communications has proactively directed telecommunications enterprises to deploy coverage for 2,164 villages/hamlets without mobile signal out of a total of 2,418 villages. The remaining 254 villages have not been deployed because the villages do not have electricity or have electricity but it is only household electricity that does not ensure the operation of mobile transceiver stations.

The Ministry of Information and Communications has issued a document notifying villages without electricity to the State Capital Management Committee at Enterprises, the Ministry of Industry and Trade and the Vietnam Electricity Group to request the deployment of grid electricity in villages without electricity. The Ministry of Information and Communications will direct enterprises to cover villages and hamlets immediately after electricity is available. Ensure that all people can enjoy and access universal telecommunications services, leave no one behind, promote socio-economic development and ensure national sovereignty over borders, seas and islands.
In addition, the Ministry has a policy to support terminal equipment for poor and near-poor households under the Program for providing public telecommunications services until 2025 (the Program), including support for tablets and smartphones.
Regarding tablet support, the Ministry of Information and Communications has provided guidance in Circular No. 09/2022/TT-BTTTT dated June 30, 2022 guiding the implementation of tablet support and public telecommunications services to use tablets under the Program for providing public telecommunications services until 2025 and has allocated tablets to localities.
Because the tablet support policy aims to support students in online learning under social distancing conditions to prevent and fight the Covid-19 epidemic according to the "Waves and Computers for Children" Program. However, the Covid-19 epidemic has now been basically controlled, students have returned to school in person, implementing the Prime Minister's instructions, the Ministry of Information and Communications is coordinating with the Ministry of Education and Training to review and agree on a plan to redirect the tablet support of the Program to report to the Prime Minister for consideration and decision in the coming time.
Regarding smartphone support, the Ministry of Information and Communications provides guidance in Section 2, Chapter IV of Circular No. 14/2022/TT-BTTTT (from Article 15 to Article 19). In particular, Article 16 stipulates that when allocating smartphones to localities, the number of tablets of the Program allocated to that locality must be deducted. Because the temporary tablet support policy has not been implemented and to ensure synchronous implementation of the policy to support terminal devices for poor and near-poor households under the Program, the Ministry of Information and Communications plans to implement the smartphone support policy under the Program after the Prime Minister gives instructions on the tablet support policy. The Ministry of Information and Communications will issue a notice for localities to coordinate in implementing the policy.
