On August 14, the Ministry of Culture, Sports and Tourism issued Official Dispatch No. 3466/BVHTTDL-VP to the Central Propaganda Department, the Ministry of Public Security , and the Ministry of Information and Communications, requesting verification and handling of the subjects posting information that "Nghe An eel porridge is included in the List of National Intangible Cultural Heritage".

According to information from the Ministry of Culture, Sports and Tourism, Decision No. 3737/QD-BVHTTDL dated August 9, 2024 of the Minister of Culture, Sports and Tourism on including eel porridge in the list of national intangible cultural heritage of folk knowledge of Nghe An province is being circulated on social networks. However, this is a fake document.

It is worth mentioning that Article 4 of this decision assigns the Director of the Department of Culture, Sports and Tourism of Nam Dinh province to be responsible for implementing this decision.

This document was posted on social media, causing much controversy. Some people said that this document was edited using technology for some purpose because the Ministry of Culture, Sports and Tourism cannot issue a decision to recognize a culinary specialty of a province and then assign another province to be responsible for implementing the decision. Many people think that there was some mistake in the typing process. Some Facebook accounts posted the news: Chum Sophie, Nguyen Xuan Hai, Frank Cong Binh, Cong Vo, Ngo Phan Xuan...

Knowing the above information, the Ministry of Culture, Sports and Tourism has affirmed that this is distorted and untrue information, negatively affecting the reputation of the Ministry of Culture, Sports and Tourism and Minister Nguyen Van Hung personally.

The document clearly stated that in order to implement the Law on Cultural Heritage, regulations on inventorying intangible cultural heritage and establishing scientific dossiers of intangible cultural heritage to include in the National Intangible Cultural Heritage List, at the request of the Chairman of the People's Committee of the provinces/cities directly under the Central Government, the resolution of the Heritage Scientific Dossier Appraisal Council, on August 9, 2024, the Minister of Culture, Sports and Tourism issued Decisions to announce the National Intangible Cultural Heritage List for 15 heritage dossiers, including: Nam Dinh Pho Folk Knowledge, Nam Dinh Province (Decision No. 2326/QD-BVHTTDL), Quang Noodle Folk Knowledge, Quang Nam Province (Decision No. 2327/QD-BVHTTDL), Hanoi Pho Folk Knowledge, Hanoi City (Decision No. 2328/QD-BVHTTDL).

The above Decisions have been positively responded to by the People's Committees of provinces/cities and the communities representing the heritage, as a measure to encourage the community to continue to preserve, maintain, practice and promote the quintessence of the profession.

However, on August 14, 2024, social networks reported that the Ministry of Culture, Sports and Tourism issued Decision No. 3737/QD-BVHTTDL dated August 9, 2024 on the announcement of the List of National Intangible Cultural Heritage. Accordingly, Nghe An province's eel porridge was included in the List of National Intangible Cultural Heritage. The Ministry of Culture, Sports and Tourism requested the Central Propaganda Department, the Ministry of Public Security, and the Ministry of Information and Communications to verify the subject who forged documents of state management agencies and posted false information on social networks, and handle them according to current law provisions.

There is no decision regarding eel porridge in this list.
