Accordingly, the Prime Minister requested the Ministry of Agriculture and Environment to review and standardize the announced administrative procedures on land, ensuring that the implementation of administrative procedures does not depend on administrative boundaries within the province at the provincial and commune-level public administrative service centers before July 20.
Along with that, the Ministries of Agriculture and Environment and Justice must grasp the situation, propose solutions to remove difficulties, handle arising issues within their functions and tasks, especially administrative procedures related to land administration, site clearance, land ownership determination and red book issuance... before August 1.
The People's Committees of provinces and centrally-run cities shall ensure human resources, facilities, and equipment at the public administrative service centers at the provincial and commune levels, especially in areas with large-scale records such as: civil status, land, business registration, construction, and newly decentralized and delegated areas, ensuring the implementation of administrative procedures regardless of administrative boundaries within the province, avoiding congestion and delays in handling administrative procedures and public services, to be completed before July 20, 2025.
In Dong Nai , from July 1, 2025, the new provincial and commune administrative service centers have been put into operation. Basically, administrative procedures related to land are received and processed according to regulations. However, in some places, due to technical factors of connection lines, lack of administrative procedures on the Public Service Portal, people are not familiar with submitting documents online, etc., which more or less affects the time and quality of processing land documents.
