On the morning of November 26, at the Central Regional Forensic Psychiatry Center, a conference was held to announce the Decision to appoint and reappoint the Director and Deputy Director of the Central Regional Forensic Psychiatry Center. Prof. Dr. Tran Van Thuan, Deputy Minister of Health , Chairman of the National Medical Council attended and presented the decision.
At the ceremony, the leaders of the Department of Organization and Personnel announced the Decision on Dr. Nguyen Dang Nguyen, Director of the Central Region Forensic Psychiatry Center, to continue holding the position of Director of the Center. At the same time, the Decision on appointing Dr. Nguyen Quoc Phuong, Head of the Planning and Synthesis Department, to hold the position of Deputy Director in charge of professional matters of the Central Region Forensic Psychiatry Center was announced.

Speaking at the ceremony, Prof. Dr. Tran Van Thuan congratulated Dr. Nguyen Dang Nguyen on being re-appointed as Director of the Center and Dr. Nguyen Quoc Phuong on being appointed as Deputy Director in charge of professional matters.
According to Deputy Minister Tran Van Thuan, forensic psychiatry is a field that intersects medicine, law and social security. Here, every expert conclusion is not only the result of professional activities, but also an important legal basis, directly affecting human rights, fairness in litigation, social order and security and the sanctity of justice.
Therefore, the requirements for this field are always higher, more stringent and absolutely do not allow any errors, even the smallest ones.

In order for the Central Forensic Psychiatric Center to continue to develop more strongly in the coming period, Prof. Dr. Tran Van Thuan, Deputy Minister of Health , proposed to focus on implementing some key contents:
First, adhere to the principles of independence, objectivity and absolute accuracy in appraisal. This is a line that cannot be crossed. Any incorrect appraisal conclusion is synonymous with a direct violation of justice and causes serious consequences for society. The head must take full responsibility before the law and the Ministry of Health if any violations or negative actions occur; there are no exceptions.
Second, continue to standardize and upgrade the capacity of the team of appraisers. The Center needs to promote specialized training according to Circular 21/2025 of the Ministry of Health, apply advanced clinical and forensic scales, strengthen legal knowledge, criminal psychology, and especially maintain professional ethics, the core factor to ensure the integrity of appraisal activities.
Third, promote the digital transformation of real records. Digitize the entire process of appraisal, management and storage of highly secure electronic records, and increase the application of advanced technology in monitoring and clinical assessment of subjects. The goal is that all activities are public, transparent, traceable and auditable at any time.

Fourth, effectively use the invested facilities, strive to disburse 100% of the investment capital in 2025, and at the same time carefully prepare for the renovation and construction project of phase 3 to complete the functional chain of the Center according to the approved plan. The development of specialized psychiatric examination and treatment services also needs to be implemented methodically, both contributing to reducing the load on the provincial level and increasing the income of civil servants and workers.
Fifth, strengthen inter-sectoral coordination with the police, the prosecutor's office and the court in a close, synchronous and timely manner. Any delay in exchanging information and documents can affect the progress of the proceedings, the legitimate rights of citizens and the trust of society.
Sixth, resolutely maintain internal discipline and order strictly. It is necessary to strengthen regular supervision, surprise inspections, and independent evaluations; at the same time, encourage and protect the detection and reflection of violations and promptly reward groups and individuals with outstanding achievements. A truly strong unit is one that knows how to self-reflect, self-correct, self-purify, self-improve, and absolutely does not tolerate any deviations.
“If each appraisal is a contribution to justice, then each working day of the Center is a day of strengthening the people's trust. With the desire for innovation, strict discipline and the highest sense of responsibility, I believe that the Central Regional Forensic Psychiatric Center will continue to grow, worthy of the position, role and mission assigned by the health system and the judiciary,” Deputy Minister Tran Van Thuan emphasized.
On the same morning, Prof. Dr. Tran Van Thuan, Deputy Minister of Health, chaired the National Conference on forensic psychiatry and compulsory treatment at the Central Regional Forensic Psychiatry Center.
