Resolution No. 72-NQ/TW, issued on September 9, 2025, emphasizes the role of preventive medicine and primary health care, shifting the focus from "treatment" to "prevention", taking preventive medicine and primary health care as the foundation, and people will have access to quality health services and comprehensive health management right at the commune-level health station.

The preventive health system will be improved and modernized, with sufficient capacity to monitor, warn early, control epidemics in a timely manner, and proactively organize and implement disease prevention and control activities early, remotely, and at the grassroots level, ready to respond to public health emergencies.

Improve the quality and effectiveness of grassroots healthcare; focus on perfecting the functions, tasks, and organizational structure of commune-level health stations according to the model of public service units, ensuring the provision of basic and essential services on disease prevention, primary health care, medical examination and treatment, and social care services.

Strengthen and improve the synchronous capacity of commune-level health stations in terms of human resources, ensuring the structure and sufficient number of doctors according to functions and tasks; maintain the team of medical staff in villages, residential groups, village midwives, and population collaborators according to functions and tasks; ensure basic facilities, medicines, and medical equipment, especially in remote, isolated, disadvantaged, border, and island areas.

Responding to reporters about the implementation of the policy of improving the quality of commune-level health stations, Minister Dao Hong Lan said that the Ministry of Health is focusing on implementing a number of breakthrough solutions. The quality of services and the efficiency of the health system depend on three important factors: human resources, facilities, equipment and financial mechanisms.

Strengthen and ensure human resource structure and sufficient number of doctors according to the functions and tasks of the commune health station.

Regarding human resources, primary health care and preventive medicine will prioritize the arrangement and mobilization of resources, and have outstanding mechanisms and policies to develop human resources to ensure uniformity in quantity, quality, and structure, especially human resources in remote, disadvantaged, and especially disadvantaged areas, border areas, and islands.

Commune-level health stations will be strengthened, ensuring human resource structure, sufficient number of doctors according to functions and tasks; maintaining the team of village and residential group health workers, village midwives, and population collaborators according to functions and tasks. In the period 2025-2030, each year localities will rotate, transfer, and mobilize at least 1,000 doctors to work for a limited time at commune-level health stations; supplementing permanent doctors at commune-level health stations, by 2027 there will be at least 4-5 doctors, by 2030 there will be enough doctors according to functions and tasks.

Special attention will be paid to training. The Ministry of Health will vigorously and effectively implement the Project on training and fostering doctors to create a source for commune-level health stations, especially for communes in remote, isolated, disadvantaged, border and island areas. Focus on investing in developing a number of high-quality health training facilities at regional level. Implement specialized postgraduate training in the national education system in the health sector managed by the Ministry of Health.

100% of commune-level health stations are invested in basic medical facilities and equipment according to their functions and tasks.

Sharing about investment in facilities, medicine and medical equipment, Minister of Health Dao Hong Lan said that basically, the supply will be guaranteed to meet the requirements and tasks, especially in remote, disadvantaged, border and island areas. 100% of commune-level health stations are invested in basic facilities and medical equipment according to their functions and tasks.

The Ministry of Health advises, develops and perfects mechanisms and policies to ensure the supply of vaccines remains stable, safe and timely; at the same time, presides over and coordinates with relevant ministries and branches to promote investment, encourage and support domestic enterprises to research and produce vaccines, gradually master technology, fully meet the needs of the Expanded Immunization Program and be ready to respond to emerging epidemics.

Commune-level health stations are organized according to the model of public service units.

According to Minister of Health Dao Hong Lan, regarding the operating mechanism, financial mechanism, functions, tasks, and organizational structure of commune-level health stations, they are organized according to the model of public service units, ensuring the provision of basic and essential services in disease prevention, primary health care, medical examination and treatment, and social care services.

The state budget ensures regular expenditure and investment for primary health care and preventive health care. There is an appropriate financial mechanism to mobilize all social resources to invest in the public health service sector.

The state budget plays a leading role in ensuring finance, investing in facilities and medical equipment for primary health care, preventive medicine, health care for people under social policy, some special subjects and in ethnic minority areas, mountainous areas, areas with difficult or especially difficult socio-economic conditions, border areas, islands, the fields of psychiatry, forensic medicine, forensic psychiatry, emergency resuscitation, pathology and some special subjects.

It can be said that all these solutions are aimed at realizing the spirit of “innovation, creativity, acceleration, breakthrough” as set out in the resolution, so that every Vietnamese person can receive comprehensive health care and protection, from prevention to treatment. Commune health stations will have the conditions to improve their professional capacity and service quality, attracting and creating trust among the people.
