Accordingly, in recent times, medical examination and treatment services nationwide have seen many positive changes.
However, recently there have been several incidents of violations of regulations in medical examination and treatment at some medical facilities. This affects the rights and safety of patients, creates public outrage, and damages the reputation of the healthcare sector.
Typically, these are private clinics operating illegally, lacking the necessary facilities, equipment, and personnel, or using others as nominal owners to register their operations.
Notably, some beauty salons, cosmetic service establishments, specialized cosmetic clinics, and medical facilities where foreigners receive medical treatment have committed numerous violations.

Specifically, this includes providing services outside the scope of the license; making false or misleading advertisements; exploiting the title of foreign experts or doctors of unknown background to provide medical examinations and treatments illegally or giving inappropriate treatment advice; performing invasive procedures illegally; deceiving patients, charging fees illegally, and inflating costs without transparency.
To strengthen management and improve the quality of medical examination and treatment services, the Minister of Health requests the Departments of Health in provinces and cities to intensify the dissemination and guidance on the implementation of legal regulations on medical examination and treatment, professional regulations, and technical procedures as instructed.
At the same time, implement synchronously and effectively the tasks related to the management of medical examination and treatment facilities and medical practitioners.
Health departments need to publicly disclose information about the list of licensed medical facilities, including their scope of professional activities, operating hours, and the list and scope of professional activities of practitioners; and publicly display information on service prices at these facilities.
In addition, it is necessary to strengthen the management of the process of medical examination and treatment; inspect and supervise; and strictly enforce regulations on the issuance, renewal, extension, adjustment of practice licenses, suspension of practice, and revocation of practice licenses, ensuring compliance with regulations.
The units will coordinate with law enforcement agencies to strengthen inspection, examination, and supervision of the activities of medical facilities.
Hospitals and medical institutions with inpatient beds should strengthen the dissemination and education of medical ethics and laws for practitioners; and strictly implement professional regulations and internal regulations of the unit.
Healthcare facilities tasked with providing practical training must ensure they fulfill their responsibilities in guiding, supervising, and evaluating the practical training of trainees; and strictly adhere to the regulations on issuing certificates of completion for practical training as prescribed by law on medical examination and treatment.
