At the workshop on Breakthrough in science and technology development, innovation, digital transformation and human resource training in the health sector organized by the Ministry of Health today (November 17) in Hanoi, Dr. Nguyen Tri Thuc - Deputy Minister of Health 'reminded' health human resource training facilities to focus on preparing conditions and aiming for the National Exam to assess the capacity to grant practice licenses according to the Law on Medical Examination and Treatment.

Regarding this issue of concern, at the workshop, Dr. Nguyen Ngo Quang, Director of the Department of Science , Technology and Training (Ministry of Health), said that from 2027, the National Medical Council will organize a National Exam to assess the capacity of general practitioners after graduating from university, which will be the basis for granting practice certificates.
The following years will assess the competencies of dental specialists, traditional medicine and preventive medicine.
Recently, the Ministry of Health and the National Medical Council, together with schools, hospitals and professional associations, have developed professional competency standards and a national framework for medical examination and treatment practice; implemented pilot exams to assess professional competency towards international integration; applied AI, simulation technology, standard patients and electronic exam platforms in assessment and evaluation; and gradually moved towards a National Exam on medical examination and treatment practice competency, ensuring transparency, objectivity and standards.
However, currently about 50% of medical training units have not updated training according to the standards of the Ministry of Health.
This reality, according to Dr. Quang, puts medical students, who are young doctors, at a very high risk of not passing the national competency assessment exam, and therefore not being granted a practice certificate. At that time, studying to be a doctor but the risk is having to do another job.

At the workshop, experts on training quality assessment also said that the output standards of medical training programs need to be consistent with the Vietnamese national qualification framework and training standards for groups of industries, including general output standards and specialized output standards.
The structure and content of the medical training program are designed and developed to ensure that learners achieve output standards and have a learning volume appropriate to regulations.
The quantity and quality of the teaching staff and researchers meet the requirements for implementing the training program as prescribed; the workload of the staff is measured and monitored to improve the quality of training, scientific research...; policies, criteria and admission processes are clearly defined according to the requirements of the training program, are publicly announced and updated.
The output standards of the training program are measured and evaluated at the time of graduation.
Regarding postgraduate training, conference delegates said that the medical profession has specific training requirements that must be linked to practice.
Therefore, if postgraduate training is separated from the medical profession, it will be difficult to ensure quality. Because doctors need to be trained at facilities with qualified practice and teaching staff. If doctors only master theory, it can cause errors in clinical practice and professional work.
"On the management side, it is necessary to review and promulgate specific competency standards that medical doctors need to achieve: criteria, criteria content, practice indicators and more specific levels of achievement;
Training schools based on specific competency standards issue output standards, training programs and organize appropriate teaching activities, fill gaps, prepare for exams; At the same time, design teaching programs that meet minimum standards, conduct assessments of output standards, and monitor learners' development progress.
"As for students, graduating doctors also need to be proactive in studying and practicing," Associate Professor, Dr. Kim Bao Giang, Vice Principal of Hanoi Medical University said at the conference.
